According to Article 3 of Decision 570/QD-BVHTTDL in 2024, the contents of the international activities of the Ministry of Culture, Sports, and Tourism of Vietnam include:
- Developing strategies, action programs, schemes, long-term, mid-term, and annual plans for international cooperation in the areas under the state management of the Ministry; plans and schemes serving the external activities of Party and State leaders (when required); organizing and managing outbound delegations, receiving foreign delegations to Vietnam.
- Proposing the signing and implementation of international treaties, international agreements; international cooperation documents of public career units and other units under the Ministry; participating in or withdrawing from international organizations.
- Organizing or participating in conferences, seminars, training courses, meetings, events in the fields under the state management of the Ministry with the participation or sponsorship of foreign countries (hereinafter referred to as international conferences and events).
- Mobilizing, signing, coordinating, managing, and using foreign aid resources.
- External information.
- Receiving, presenting various forms of foreign-related awards.
- Other international cooperation activities.
Based on Article 6 of Decision 570/QD-BVHTTDL in 2024, the annual plan for international activities of the Ministry of Culture, Sports, and Tourism is based on the Party's guidelines and policies, the State's foreign affairs policies and laws, and international commitments in the areas under the state management of the Ministry; the annual work program of the Government and the focal work program of the Ministry.
Based on Article 7 of Decision 570/QD-BVHTTDL in 2024, the procedures for developing the annual international plan of the Ministry of Culture, Sports, and Tourism are as follows:
- Before July 1st of each year, the units under the Ministry, based on their functions, duties, and needs for international activities, are responsible for preparing the plan using Form 01 attached to Decision 570/QD-BVHTTDL, proposing the next year's international activities along with budget estimates, including international activities within the framework of programs by other ministries or sectors as the governing agencies or invited partners, and submitting them to the International Cooperation Department for consolidation, consultation, and reporting to the Ministry's leadership.

- The International Cooperation Department takes the lead in consolidating and constructing the Ministry's international plan and prepares the budget estimates to be sent to the Planning and Finance Department for overall budgeting in the next year, which will then be submitted to the Ministry of Finance.
- Based on the state budget allocation for foreign activities, the International Cooperation Department is in charge of developing the next year's foreign plan of the Ministry and submitting it to the Planning and Finance Department for budget approval.
- Based on the comprehensive opinions of the Planning and Finance Department, no later than December 31st each year, the International Cooperation Department completes the draft annual plan for the Ministry's foreign activities and reports it to the Minister for review, approval, or submission to the competent authority for approval as prescribed by law.
- For foreign activities that arise outside the approved plan, the responsible unit, through the International Cooperation Department, seeks opinions from relevant units and submits them to the Ministry's leadership for approval.
- In cases where it is necessary or upon the request of the competent authority to adjust the annual foreign plan, the International Cooperation Department takes the lead, coordinates with relevant units, and advises the Minister on the decision.
