Regarding this issue, LawNet would like to answer as follows:
- Hydro-meteorological forecasts and warnings include the following contents:
+ The title of the hydro-meteorological forecast and warning message is recorded in the following order: name of the message type, location, or area where the forecast or warning is made;
+ Brief information about the current situation;
Contents of forecasts and warnings: comply with the provisions of Articles 10, 11, 12, 13, 14, and 15 of Circular 08/2022/TT-BTNMT corresponding to each type of bulletin and forecast period;
+ Time to issue the bulletin and the time to issue the next bulletin;
+ Name and signature of the person responsible for issuing the bulletin or authentication of the agency issuing the bulletin.
- The General Department of Meteorology and Hydrology shall detail the contents of the hydrometeorological forecast and warning bulletins in Clause 1, Article 18 of Circular 08/2022/TT-BTNMT for the national hydrometeorological forecasting and warning system.
- Organizations and individuals that are not part of the national hydro-meteorological forecast and warning system shall detail the contents of a hydro-meteorological forecast and warning message in Clause 1, Article 18 of Circular 08/2022/TT-BTNMT to suit actual requirements.

- Hydro-meteorological forecasts and warnings are issued with the following frequency:
+ For extremely short durations: depending on the nature and characteristics of weather phenomena, the agency issuing the forecast and warning bulletins shall decide to suit each specific case;
+ For the remaining time periods: promulgate on the first day of the forecast period and ensure that at least within the maximum period of the forecast period are repeated once.
- The General Department of Meteorology and Hydrology shall detail the frequency of issuance of hydro-meteorological forecasts and warnings at Point b, Clause 1, Article 19 of Circular 08/2022/TT-BTNMT for the national hydro-meteorological forecasting and warning system.
- Organizations and individuals that are not part of the national hydro-meteorological forecast and warning system shall detail the frequency of issuance of hydro-meteorological forecast and warning bulletins at Point b, Clause 1 of this Article to suit actual requirements.

- Hydrometeorological forecasts and warnings shall be issued in one of the following forms:
+ Text format: Forecasts and warnings in different types of bulletins are specified in Section 2, Chapter II of this Circular and shall be expressed in writing, complete in terms of content and format, and made from a copy with the direct signature of an authorized person;
+ Digital form: The content of forecasts and warnings in the types of bulletins specified in Section 2, Chapter II of Circular 08/2022/TT-BTNMT is presented in the form of digital information, including: documents, data tables, maps, charts, icons, images, sounds, and other forms of data that are stored and transmitted in the network environment.
- The General Department of Meteorology and Hydrology shall detail the form of hydrometeorological forecast and warning bulletins for the national hydrometeorological forecast and warning system.
- Organizations and individuals that are not part of the national hydro-meteorological forecast and warning system shall detail the form of hydro-meteorological forecast and warning bulletins to suit actual requirements.
