1. Contents and standards for participation in the Excellent homeroom teacher contest at general education institutions in Vietnam

According to Article 8 of the provisions issued with Circular 22/2019/TT-BGDDT, the content and criteria for participating in the Excellent homeroom teacher contest in general education institutions in Vietnam are as follows:

* Contest Content:

- Conduct a session of organizing educational activities (a class meeting or experiential activity session, or an experiential and career guidance session) according to the educational plan at the time of the Contest.

The educational activity session participating in the Contest is conducted for the first time in the classroom with the original number of students in that class. The teacher is not allowed to conduct a pre-session (trial session) of the educational activity intended for the Contest during the academic year in which the Contest is organized. The teacher will be notified and have a preparation time for the educational activity session not exceeding 2 days before the test date;

- Present a measure to contribute to improving the quality of personal homeroom work at the educational institution where the teacher is working. The presentation duration should not exceed 30 minutes, including time for jury exchanges. The measure must be confirmed by the educational institution's leadership as effective and used for the first time to register for the Excellent homeroom teacher contest in general education institutions and have not been previously used for personal achievement appraisal.

* Criteria for Contest Participation:

- Teachers participating in the school-level Contest must meet the following criteria: Teachers attending the school-level Contest must achieve a professional standard of at least fairly competent in the year immediately before the year of participation in the Contest, with criteria in Standard 3 (Standard for Building an Educational Environment) and Standard 4 (Standard for Developing Relationships between Family, School, and Society) provided in Circular 20/2018/TT-BGDDT establishing professional standards for teachers in general education institutions achieving a good level;

- Teachers participating in the district-level Contest must meet the following criteria:

+ Achieve the criteria for teachers attending the school-level Contest;

+ Have one year recognized as an excellent homeroom teacher at the school level or higher in the 2 consecutive years before the current year or be recognized as an excellent homeroom teacher at the school level in the year of the Contest.

- Teachers participating in the provincial-level Contest must meet the following criteria:

+ For primary and secondary school teachers attending the provincial-level Contest: Achieve the criteria for teachers at the school-level Contest; have one year recognized as an excellent homeroom teacher at the district level in the 2 consecutive years before the current year or be recognized as an excellent homeroom teacher at the district level in the year of the Contest.

+ For high school teachers attending the provincial-level Contest: Achieve the criteria for teachers at the school-level Contest; have one year recognized as an excellent homeroom teacher at the school level in the 2 consecutive years before the current year or be recognized as an excellent homeroom teacher at the school level in the year of the Contest.

2. Purpose and principles of the Excellent teacher, excellent homeroom teacher contest in Vietnam

The purpose and principles of the Excellent teacher, excellent homeroom teacher in Vietnam contest, according to Article 2 of the provisions issued with Circular 22/2019/TT-BGDDT, are as follows:

* Purpose of the Contest:

- To discover, recognize, and honor teachers who achieve the title of excellent teaching and excellent homeroom teachers, and to expand these pioneering examples, contributing to attracting attention from social forces to participate in child and student education, creating motivation for the development of the educational career in each locality and throughout the sector;

- To motivate teachers to strive, perfect themselves to meet the demands of innovation, improve educational quality, and professional development;

- To contribute to enhancing the effectiveness of professional activities and promoting teaching and learning competitions in schools; to encourage, motivate, create opportunities for teachers to practice, self-learn, create, learn, exchange, transmit, disseminate experiences in the work of caring, nurturing, and educating children for preschool teachers; in teaching and homeroom work for general education teachers.

* Principles of the Contest:

- Based on the voluntary participation of teachers; no coercion, no pressure for teachers to participate in the Contest;

- Ensure honesty, democracy, transparency, fairness, objectivity, and substance;

- Ensure conformance with the policies, laws of the State, and regulations of the sector.
