Subjects, content, and forms of official recruitment through examination in Vietnam are stipulated in Decree 138/2020/ND-CP.

1. Contents and forms of official recruitment through examination through examination in Vietnam

According to Article 11 of Decree 138/2020/ND-CP, the official recruitment through examination process in Vietnam is conducted in two rounds as follows:

- Round 1

Checking the conditions for the application through the Registration Form according to the requirements of the position to be recruited. If the conditions are met, the candidate will be allowed to participate in Round 2.

- Round 2

+ Interview to assess the knowledge and skills for performing public duties required for the position to be recruited;

+ Interview duration: 30 minutes (candidates have no more than 15 minutes to prepare before the interview);

+ Scoring scale: 100 points.

2. Subjects of official recruitment through examination

The subjects of official recruitment through examination according to Article 10 of Decree 138/2020/ND-CP are as follows:

- The recruitment of officials through the form of selection is decided by the competent recruiting authority and is carried out separately for the following groups of subjects:

+ People who commit to work voluntarily for 5 years or more in areas with particularly difficult socio-economic conditions;

+ Persons studying under the assignment policies according to the provisions of the Education Law 2019, returning to work in the locality from where they were sent for study after graduation;

+ Outstanding graduates, talented young scientists.

- The recruitment for the group of subjects specified at point c, clause 1, Article 10 of Decree 138/2020/ND-CP is implemented according to the regulations of the Government of Vietnam regarding policies to attract and source personnel from outstanding graduates and young scientific staff.

3. Regulations on the Council for official recruitment through examination in Vietnam

The regulations on the Council for official recruitment through examination in Vietnam according to Article 7 of Decree 138/2020/ND-CP are as follows:

- The leader of the competent recruitment authority decides to establish the Recruitment Council to organize the recruitment. The Recruitment Council consists of 5 or 7 members, including:

+ The Chairman of the Council is the leader or deputy leader of the competent recruitment authority;

+ The Vice Chairman of the Council is a representative of the leadership of the human resources advisory department of the competent recruitment authority;

+ A member cum Secretary of the Council is an official of the human resources advisory department of the competent recruitment authority;

+ Other members are representatives of the leadership of several professional departments related to the organization of recruitment as decided by the leader of the competent recruitment authority.

- The Recruitment Council operates on the principle of collectivity, decisions made by majority; in case of a tie, the decision following the Chairman’s vote prevails. The Recruitment Council has the following tasks and powers:

+ Establishing sub-committees: Registration Form Review Committee, Examination Committee, Test Monitoring Committee, Test Coding Committee, Exam Grading Committee, Re-exam Grading Committee (if any), and Interview Review Committee for Round 2.

If necessary, the Chairman of the Recruitment Council can establish a Secretary Team to assist in tasks;

+ Organizing the collection and use of application fees following regulations;

+ Reviewing Registration Forms, organizing exams, grading exams, conducting re-grades according to regulations;

+ Reporting to the leader of the competent recruitment authority to recognize the testing and selection results;

+ Addressing complaints and appeals during the testing and selection process;

+ The Recruitment Council dissolves itself after completing its duties.

- Persons having relations such as father, mother, sibling, or child of the candidate, or spouse's parents of the candidate; spouse; biological or adopted children of the candidate; or those under disciplinary actions or against whom disciplinary decisions are being executed are not allowed to be members of the Recruitment Council or any assisting teams of the Council.
