Content to be disclosed in the administrative management of social order according to Article 5 of Circular 15/2020/TT-BCA are as follows:
- List and specific contents of each administrative procedure in the fields of administrative management of social order as prescribed.
- Regulations and guidelines for calling the emergency phone number 113.
- Name, phone number, working time, and website (if any) of the agency or unit that receives and handles procedures related to the administrative management of social order;
Mailing addresses, specialized telephone numbers, and email addresses for receiving complaints and recommendations from individuals and organizations on administrative regulations; results of handling recommendations of individuals and organizations on administrative regulations; the list of administrative procedures for receiving, not accepting dossiers, and returning results are done through public postal services, online public services.
- Forms, procedures, and competence to handle administrative violations in the field of administrative management of social order.
- Information on the exploitation and use of the national database on population as prescribed by law.
- A place to receive and settle complaints, denunciations, and legitimate requests of agencies, organizations, and individuals.
- Duties and powers of officers and soldiers when dealing with the administrative management of social order related to agencies, organizations, and individuals.
- Rights and obligations of agencies, organizations, and individuals in the administrative management of social order.
According to Article 6 of Circular 15/2020/TT-BCA, based on the characteristics, nature, and contents to be disclosed, the police authority shall apply one, some, or all of the following forms of disclosure:
- Posting at the reception place.
- Via the website of the agency or unit (if any).
- Announcement on mass media.
- Through the reception of citizens.
- Announcement at meetings of the People.
- Other suitable forms.
The purpose of implementing democracy in the administrative management of social order according to Article 2 of Circular 15/2020/TT-BCA is as follows:
- Promoting the People's right to mastery and ensuring favorable conditions for the People to exercise their rights and obligations as prescribed by law; mobilizing and encouraging the People to actively participate in the administrative management of social order.
- Contributing to building a police force for administrative management of clean and strong social order, effective and efficient operation; promoting the mastery of cadres and soldiers; improving the responsibilities of the heads of agencies and units; preventing, stopping, and fighting against acts of corruption, negativity, bureaucracy, harassment, trouble, and infringing upon the legitimate rights and interests of agencies, organizations, and individuals.
Principles of democratic implementation in the administrative management of social order according to Article 3 of Circular 15/2020/TT-BCA are as follows:
- Complying with the Constitution, laws, and regulations of the Ministry of Public Security on the administrative management of social order.
- Ensuring democracy, lawful rights and interests of agencies, organizations, and individuals in the field of administrative management of social order.
- All acts of abusing democracy to infringe upon the legitimate rights and interests of the State, agencies, organizations, and individuals are strictly prohibited; obstructing the lawful activities of the police force for the administrative management of social order.
- Preventing and strictly handling violations of the law and the implementation of democracy in the field of administrative management of social order.
