Regarding this issue, LawNet would like to answer as follows:

1. Content and standards for participating in the contest for excellent teachers at general education establishments

According to Article 7 of the Regulations issued together with Circular 22/2019/TT-BGDDT regulating the content and standards for participating in the excellent teacher contest at general education establishments:

- Exam content:

+ Practice teaching one lesson according to the teaching plan at the time of the contest. The teaching session participating in the contest is held for the first time in the classroom with the original number of students in that class.

Teachers are not allowed to pre-teach (trial teach) lessons participating in the Contest during the school year in which the Contest is held.

Teachers are notified and have time to prepare for lessons no more than 02 days before the exam;

+ Present a measure that contributes to improving the quality of individual teaching work at the educational institution where teachers are working.

The duration of presenting the solution must not exceed 30 minutes, including the time for discussion by the Jury.

The measure was confirmed by the educational institution's leaders to be effective, was used for the first time to register for the excellent teacher exam at a general education institution, and has not been used to review individual reward achievements before.

- Criteria for participating in the contest:

+ Teachers participating in the school-level contest must ensure the following standards: teachers participating in the school-level contest must ensure that they meet professional standards at a good level or higher in the year immediately preceding the year of participation in the contest, in which the criteria of Standard 2 (Standards for Professional and Professional Development) are specified in Circular 22/2019/TT-BGDDT regulating professional standards for teachers at general education establishments at a good level;

+ Teachers participating in the district-level contest must ensure the following standards:

* Meet the standards of teachers participating in school-level competitions;

* Be recognized as a good teacher at the school level or higher for one year in the 02 consecutive years prior, or be recognized as a good teacher at the school level in the year of participating in the Contest.

+ Teachers participating in the Provincial Contest must ensure the following standards:

* For elementary and middle school teachers participating in the Provincial Contest: Meet the standards of teachers participating in the School Contest; have been recognized as an excellent teacher at the district level for one year in the 02 consecutive years prior; or have been recognized as an excellent teacher at the district level in the year of participating in the contest.

* For high school teachers participating in the Provincial Contest: Meet the standards of teachers participating in the School Contest; have been recognized as an excellent teacher at the school level for one year in the 02 consecutive years prior; or have been recognized as an excellent teacher at the school level in the year of participating in the contest.

2. Application for participation in the Excellent Teacher Contest in Vietnam

- Documents to participate in the contest include:

+ School level: Results of meeting professional standards (including results of assessment of meeting professional standards and authentic evidence) according to Point a, Clause 2, Articles 6, 7, and 8 of the Regulations issued together with Circular 22/2019/TT-BGDDT;

Confirmation by the educational institution's leadership with authentic evidence of helping learners make clear progress through effective application of measures in the care, nurturing, and education of children; in teaching and class leadership;

+ District and provincial level: list of teachers registered to take the district-level exam signed by leaders of preschool, primary, and secondary education establishments;

The list of teachers registered to take the provincial exam is signed and confirmed by the head of the Department of Education and Training and the leader of the affiliated high school.

The list is enclosed with evidence confirming eligibility to participate in the Contest according to the provisions of Article 6, Article 7, and Article 8 of the Regulations issued with Circular 22/2019/TT-BGDDT;

Confirmation from the educational institution's leadership with authentic evidence of helping children and students make clear progress through effective application of measures in care, nurturing, and education of children; in teaching and class leadership.

- Documents are sent to the competition organization management levels for implementation according to the Plan.
