Regarding this issue, LawNet responded as follows:

1. Subjects of additional training with holders of medical bachelor's degrees granted by foreign countries in Vietnam

Subjects of additional training with holders of a foreign medical bachelor's degree according to Article 3 of Circular 42/2018/TT-BYT are as follows:

Vietnamese citizens with a bachelor's degree in medicine, granted by a foreign country and recognized by the Ministry of Education and Training as equivalent to a university degree, need additional training to work at hospitals and apply for certificates of medical examination and treatment practice.

2. Confirmation of additional training for holders of medical bachelor's degrees granted by foreign countries in Vietnam

confirmation of additional training for holders of medical bachelor's degrees granted by foreign countries according to Article 4 of Circular 42/2018/TT-BYT as follows:

- Holders of a medical bachelor's degree granted by a foreign country may determine additional training as follows:

+ Medical major for those who have completed the medical bachelor's training program granted by foreign countries, including the total amount of knowledge in specialized subjects/modules in the fields of Internal Medicine, Surgery, Obstetrics, Pediatrics, and Obstetrics and Gynecology, specializations in Internal Medicine and Surgery accounted for over 35% of the total knowledge volume of the training program.

+ Department of Odonto-Stomatology for medical bachelor training programs granted by foreign countries in which the total amount of knowledge in specialized subjects/modules in the field of Odonto-Stomatology accounts for over 35% of the total knowledge volume of the training program.

+ Traditional medicine for medical bachelor training programs granted by foreign countries in which the total amount of knowledge in specialized subjects/modules in the field of Traditional Medicine accounts for over 35% of the total knowledge volume of the training program.

- On the basis of the bachelor's degree in medicine and the transcript of the person who needs additional training, the head of the training institution shall decide the additional training branch for that person according to regulations.

3. Scope of knowledge, time, and additional training content for holders of medical bachelor's degrees granted by foreign countries in Vietnam

Thescope of knowledge, time, and additional training content for holders of medical bachelor's degrees granted by foreign countries according to Article 5 of Circular 42/2018/TT-BYT are as follows:

* For the medical profession:

The minimum amount of knowledge and additional training content is 48 credits, corresponding to 18 months of intensive study, in which:

- The volume of specialized knowledge in the field of Internal Medicine, Foreign Affairs, Obstetrics and Gynecology: 32 credits;

- The volume of specialized knowledge of internal system: 05 credits;

- Volume of specialized knowledge of foreign system: 05 credits;

- Knowledge of preventive medicine and public health: 06 credits.

* For dental industry:

The minimum amount of knowledge and additional training content is 40 credits, corresponding to 12 months of intensive study, in which:

- The volume of basic dental knowledge: 06 credits;

- The volume of restorative dentistry knowledge: 15 credits;

- The volume of preventive dentistry knowledge: 10 credits;

- The volume of knowledge on Pathology and Surgery of Oral - Maxillofacial: 09 credits.

- The volume of elective knowledge in the specialized field of Odonto-Stomatology: 10 credits

* For traditional medicine:

The minimum amount of knowledge and additional training content is 40 credits, corresponding to 12 months of intensive study, in which:

- Amount of nursing knowledge: 02 credits;

- Knowledge of preclinical practice: 03 credits;

- The volume of specialized knowledge in the fields of Internal Medicine, Surgery, Obstetrics, Pediatrics, Emergency Resuscitation, Rehabilitation: 28 credits;

- Volume of specialized knowledge in Traditional Medicine: 07 credits.

* Based on the amount of knowledge, minimum time, and additional training content specified in Clauses 1, 2 and 3, Article 5 of Circular 42/2018/TT-BYT and the medical bachelor's training program issued by a foreign country, together with the transcript of the person who needs additional training, then:

The head of the training institution shall direct the development, approval, and promulgation of additional training programs according to each branch suitable to the subjects being trained so as to have the same qualifications as a doctor of the respective training branch.

Additional training programs must ensure the number of credits for clinical practice training is at least 70% of the total volume of training program knowledge.
