Vietnam Digital Communications Association (hereinafter referred to as Association) is a voluntary socio-professional organization of Vietnamese citizens and legal entities operating in the fields of research, training, dissemination, application, production, business, and digital communication services and those interested in contributing and creating favorable conditions for the development of Vietnam's digital media.

Members of Vietnam Digital Communications Association, including: official members, honorary members, and associate members.
Specifically:
- Official member: Vietnamese citizens and organizations operating in the fields of research, training, dissemination, application, production, business, and digital communication services, as well as those interested in digital media who subscribe to the principles, purposes and Charter of the Vietnam Digital Communications Association can become full members of the Vietnam Digital Communications Association.
- Honorary members: Managers, scientists, and technicians who have contributed to the development of the information and digital communication industry in general and the Association in particular are invited by the Association to be honorary members.
- Affiliate members: Joint venture enterprises and enterprises with 100% foreign investment capital operating in Vietnam agree to the Charter of the Vietnam Digital Communications Association and contribute to the development of the Vietnam Digital Communications Association.

The rights of members are stipulated in Article 9 of the Charter issued together with Decision 316/QD-BNV in 2012, specifically as follows:
- To attend the General Assembly of the Association, to stand for election, to nominate and to be elected to the Association's leadership board, and to other positions of the Association.
- To discuss, vote, and question all affairs of the Association and to propose their opinions to state agencies through the Association.
- To disseminate production experience, foster careers, and improve science - engineering, and technology levels through the following forms: providing information and documents, attending conferences, seminars, training classes, technical demonstrations, technology transfer, visiting, surveying at home and abroad.
- To be supported and sponsored for their own research projects, initiatives, and inventions in the profession, and to protect their legitimate interests in accordance with the laws of the State.
- To be asked to leave the Association.
- Honorary members and associate members are allowed to participate in activities and attend the General Meeting of the Association, but are not allowed to vote, stand for election to the leadership board of the Association, or vote on the Association's issues.
According to Article 10 of the Charter issued together with Decision 316/QD-BNV in 2012, the obligations of Members are as follows:
- To strictly implement the guidelines and policies of the Party, the laws of the State and the provisions of this Charter; implement resolutions and decisions of the General Meeting, Executive board, and Standing Board of the Association; and to propagate, mobilize, and develop new members.
- To participate in the activities of the Association; unite and cooperate with other members to build a stronger association. Not to act on behalf of the Association in other transactions without being assigned by the President of the Association.
- To provide information and experience in managing and operating digital communication activities to serve the Association's activities and receive the tasks assigned and decided by the Standing Board and the Association's President.
- To pay the membership fee and annual membership fee in full according to the regulations of the Standing Board of the Association.
