Regarding this issue, LawNet would like to answer as follows:

1. Conditions for training and fostering establishments for ethnic minority languages in Vietnam

Conditions for ethnic minority language training and fostering establishments according to Article 3 of the Regulations issued together with Circular 09/2023/TT-BGDDT are as follows:

- University and college educational institutions with teacher training majors must meet the following conditions:

+ Lecturers with university degrees or higher in the field of Vietnamese language, literature, and culture and knowledge of ethnic minority languages and cultures
in accordance with the planned training and fostering program;

+ Detailed programs and training materials are developed according to the Framework Program of the Ministry of Education and Training;

+ Facilities, libraries, classrooms, function rooms, practice rooms, and other equipment meet the requirements of ethnic minority language training and fostering programs;

+ There is a project to organize training and foster ethnic minority languages.

- For continuing education centers, vocational and continuing education centers must meet the following conditions:

+ A team of teachers with college degrees or higher; Have a certificate of training for teachers to teach ethnic minority languages or have knowledge of ethnic minority languages and cultures in accordance with the planned training program;

+ The detailed program and training materials are developed according to the Framework Program of the Ministry of Education and Training and issued by competent authorities;

+ Facilities, equipment, and classrooms meet the requirements of the ethnic minority language training program;

+ There is a project to organize ethnic minority language training.

2. Enrollment subjects and forms of training and fostering; testing and evaluating training and fostering programs for ethnic minority languages in Vietnam 

Enrollment subjects and forms of organization of training, retraining, inspection, and evaluation of training and fostering programs for ethnic minority languages according to Article 5 of the Regulations promulgated together with Circular 09/2023/TT-BGDDT as follows:

* Enrollment subjects:

- Enrollment in the ethnic minority language teacher training program: Vietnamese citizens with a pedagogical college diploma or higher or a university or college diploma and a pedagogical training certificate; speak the ethnic minority language of the training program. Enrollment priority is given to ethnic minorities who have graduated from pedagogical universities and pedagogical colleges residing in ethnic minority and mountainous areas;

- Enrollment in the ethnic minority language training program: Vietnamese citizens who are ethnic minorities; cadres, civil servants, and officers; soldiers in the police and military forces working in ethnic minority and mountainous areas.

* Forms of training and fostering organization:

- Organize centralized training for ethnic minority language teacher training programs;

- Organize training in centralized, semi-centralized, or remote forms for ethnic minority language training programs.

* Testing and assessment: Ethnic minority language training and fostering establishments organize regular and periodic tests to evaluate the learning process of students; Each group of lessons (about 30–45 lessons) must have regular tests; periodic tests are specified in the detailed program.

* Final examination:

- Students taking the final exam need to ensure the following conditions: Achieving an overall average score on the tests (regular test scores have a coefficient of 1, periodic test scores have a coefficient of 2) from 5.0 or higher on a 10-point scale, with no test below 2.0 points; Do not miss more than 20% of classes compared to the total number of classes in the program;

- The final exam has the amount of knowledge and skills as prescribed in the Ethnic Minority Language Framework Programs issued by the Ministry of Education and Training. The final exam time for the ethnic minority language teacher training program is 120 minutes, and the ethnic minority language training program is 90 minutes for the 4 skills of listening, speaking, reading, and writing;

- University and college educational institutions with teacher training majors that organize training and foster ethnic minority languages are responsible for organizing final exams for students. The Department of Education and Training organizes final exams for students studying ethnic minority language training programs at continuing education centers and vocational education centers under their management.
