Guidance on initiatives in emulation and commendation in the Planning and Investment sector in Vietnam

Pursuant to Clause 1, Article 13 of Circular 15/2023/TT-BKHDT (effective from February 9, 2024), contents considered for initiatives include management solutions, operational solutions, technical solutions, and solutions for applying technical advances (collectively referred to as solutions), including:

- Management solution is a way to organize and operate work within the functions and tasks of units and the Ministry of Planning and Investment.

Solutions and innovations in the construction or implementation of the Party's guidelines, policies, and state laws into the practical activities of the unit, ministry, and sector, including organizational methods, human resource arrangements, work tools; methods for operation, inspection, and supervision of work; mechanisms, policies, and procedures for efficient task execution; solutions to improve the effectiveness of cost-saving, anti-corruption, and anti-waste practices.

Developing new state management documents is understood as drafting Laws, Ordinances, Resolutions, Decrees, Decisions of the Prime Minister, Circulars, Directives, Decisions of Ministers, Professional guidance document of the Director General of the General Statistics Office.

- Operational solutions include methods for performing technical and professional operations within the functions and tasks of the Ministry.

Solutions for implementing administrative procedures (receiving and processing documents, letters, documents, etc.); appraisal, inspection, consulting, and evaluation methods; propaganda, training, and teaching methods; Propose flexible and creative measures to handle situations to avoid or minimize consequences and damage occurring in planning, investment, and statistics; improvements to regimes, working methods, and operational processes related to assigned functions and tasks; practical applications of technical advances; inventions, improvements, and rationalizations applied during work; cunning and creative in protecting people and property to achieve high efficiency.

- Technical solution is a way - technique, or technical means to solve a defined task (a problem), including processes, information technology software programming (for example: technological processes; processes of inspection, supervision, appraisal, treatment, forecasting, dissemination, etc.).

- Solution to apply technical advances is a method, method, or measure of applying a known technical solution into practice to bring economic efficiency and social benefits (improving labor productivity, product quality; reducing production costs; improving living and working conditions, protecting the environment, human health, etc.).

- Operational solutions of individuals in the Ministry win awards from ministries, branches, provinces, or international awards; scientific articles published in international scientific journals; monographs, reference books, and textbooks.

- Scientific topics, scientific projects, and scientific and technological works that have been accepted and reviewed at a level of achievement or higher will be reviewed and evaluated by the Innovation Councils under the Ministry of Planning and Investment for their scope of impact and effectiveness of implementation.

Conditions for recognizing initiatives in emulation and commendation work in the Planning and Investment sector in Vietnam

Pursuant to Article 15 of Circular 15/2023/TT-BKHDT, guiding conditions for recognizing initiatives in emulation and commendation work in the Planning and Investment sector as follows:

- The proposed innovation by each individual is an idea or content proposed by the individual themselves, which, when applied and implemented, brings about effectiveness and has an impact within the organization, unit, or within the Ministry/Department, nationally.

- The Ministry's Initiative Council can only be conducted when at least 2/3 of its members attend. An initiative is recognized when there is an agreement rate of 80% or more calculated on the total number of members of the Council (if a Council member is absent, written opinions will be collected).

- The initiative approved by the Council will be publicly posted on the Ministry's electronic information portal for 05 working days before being submitted to the Minister for consideration and a decision on recognition.

- Initiatives are used as a basis for considering emulation titles, and forms of reward are initiatives recognized during the process of considering commendation achievements. An initiative can only be used once as a standard to request a reward. An initiative that has been used to consider emulation titles will not be used to consider the form of reward, and vice versa.
