Subjects eligible for an extra-seniority allowances in 2023 include:
- Cadres, civil servants, and public employees are ranked according to professional, operational, executive, and service salary tables in state agencies, from central to communes, wards, towns, and state service units, including:
+ Election officials in state agencies from central to district, town, and provincial city are subject to salary classification according to rank and administrative civil servant level and receive leadership position allowances.
+ Officials, civil servants, and public employees are paid according to the professional, operational, execution, and service salary tables (including professional and professional positions in the Court sector, Procuracy sector and appointed leadership positions) working in state agencies and in state service units;
+ Civil servants in communes, wards, and towns.
- Cadres, civil servants, and public employees on the state payroll and ranked according to the professional, professional, executive, and service salary schedule prescribed by the State are sent to work at associations, non-governmental organizations, projects and international agencies and organizations located in Vietnam.
- Those who work under the labor contract regime in administrative agencies and public service units have an agreement in the labor contract to determine salary according to Decree 204/2004/ND-CP.

Subjects not eligible for extra-seniority allowances include:
- Senior.
- Officials holding leadership positions are entitled to a salary according to the position salary schedule, which has been ranked by term.

Officials, civil servants, public employees, and employees in Section (1) if ranked at the last salary level in the civil servant or public employee rank and currently holding professional and professional positions in the Court or Procuracy sector, will be considered for seniority allowances beyond the limit when they have enough time to hold the last salary level in the rank or title and meet the criteria for receiving extra-seniority allowances as follows:
- The period of holding the last salary level in the rank or position currently held to consider receiving seniority allowance beyond the prescribed frame is as follows:
+ Officials, civil servants, public employees, and employees who have spent 3 years (full 36 months) ranked at the last salary level in the civil servant and public employee ranks from type A0 to type A3 of Table 2 and Table 3 stipulated in Decree 204/2004/ND-CP and in professional and professional titles in the Court and Procuracy sectors specified in Resolution 730/2004/NQ-UBTVQH11.
+ Officials, civil servants, public employees, and workers (5) who have spent 2 years (full 24 months) ranked at the last salary level in the civil servant rank, type B and type C officials of Table 2, Table 3, and executive and service staff ranks are ranked according to Table 4 prescribed in Decree 204/2004/ND-CP.
- Cases that are counted and not counted in time for consideration of excessive seniority allowance are determined as cases that are counted and not counted in time to consider increasing the regular salary level as prescribed in Points 1.2 and 1.3, Section II, Circular 03/2005/TT-BNV.
Standards for receiving extra-seniority allowances are implemented as two standards for regular salary increases specified in Points 2.1 and 2.2, Section II, Circular 03/2005/TT-BNV, during the period of holding the last salary level in the rank or position currently held or during the period of consideration for extra seniority allowance.
