Rights of library staff

- Learn, and have their professional qualification, knowledge on library management and skills in using modern equipment and techniques applied to library operations enhanced.

- Participate in scientific research and professional activities; and join socio-professional organizations for libraries.

 Enjoy remuneration and professional incentive policies according to regulations of laws.

(Article 40 of the Library Law 2019)

Obligations of library staff

- Comply with regulations of laws on libraries and other relevant regulations of laws, regulations on professional qualification and workplace regulations.

- Enable library users to access and use information resources and library utilities; ensure equality rights and other rights of library users prescribed in the Library Law 2019.

- Support information retrieval and utilization and equip the skills for such activities for libraries users.

- Learn to improve professional capacity.

- Follow code of professional conduct for libraries.

Conditions for promotion to Class I library staff in Vietnam

According to Article 4 of Circular 02/2022/TT-BVHTTDL, the standards for Class I library staff are as follows:

- Tasks:

+ Take charge of developing long-term, medium-term, and annual activity plans, and plans for the development of a reading culture for the unit and implement them after approval;

+ Take charge of researching and applying scientific and technological achievements, digital transformation in library activities;

+ Take charge of organizing professional activities, library tasks according to the regulations of the law, and other activities to promote the development of a reading culture;

+ Take charge of building or improving the national database system, national library information, national union catalog, and international catalog;

+ Take charge of building or improving library operational procedures;

+ Take charge of or participate in the development of national standards in library activities;

+ Participate in the development of legal normative documents, policies, and strategies for library and reading culture development;

+ Develop program content, compile materials, and organize training, guidance in professional and vocational skills for lower-level librarians.

- Training and development qualifications:

+ Hold a master's degree or higher in information - library science. In the case of holding a master's degree or higher in other fields, a certificate of training in knowledge and professional skills in information - library science issued by the competent authority is required;

+ Hold a certificate of training in the professional title standards for library professionals.

- Speciality and profession requirements:

+ Have a good grasp of the Party's guidelines, policies, laws of the State, and development strategies for libraries and reading culture;

+ Have in-depth knowledge of library professional tasks;

+ Have the ability to analyze, synthesize, systematize, propose, and advise on the development of policies, laws, projects, and library activity programs;

+ Have the ability to organize and direct the implementation of research, application of scientific and technological advances to improve and enhance the quality and effectiveness of library work;

+ Have basic information technology skills, be able to use a foreign language or the language of ethnic minorities for civil servants working in ethnic minority areas as required by the job position.

- Requirements for candidates to participate in the examination or promotion to the professional title of Class I library staff:

+ Have worked as a Class II library staff or equivalent for at least 06 years. In cases of equivalent working time, at least 01 year (12 months) must be holding the Class II library staff title until the deadline for submitting the application for examination or promotion;

+ During the time holding the Class II library staff title or equivalent, have taken charge of researching and developing at least 02 topics, projects, or research programs at the Ministry or higher level in the library field that have been authorized for acceptance and approval, or have taken charge of building, improving the national database system, national library information, national union catalog, and international catalog.

Note: To be promoted to Class I library staff, it is required to have worked as a Class II library staff or equivalent for at least 06 years. In cases of equivalent working time, at least 01 year (12 months) must be holding the Class II library staff title.

During the time holding the Class II library staff title or equivalent,  it is required to have taken charge of researching, developing at least 02 topics.
