1. Principles for developing economic - technical norms under the state management scope of the Ministry of Natural Resources and Environment of Vietnam

The principles for developing economic - technical norms under the state management scope of the Ministry of Natural Resources and Environment of Vietnam according to Article 4 of Circular 16/2021/TT-BTNMT are as follows:

- Comply with national technical standards and regulations, technical guidelines, and technical processes announced and issued by competent state authorities for a production process, creating products that meet the general structure requirements of the various norms; ensure advancement, uniformity, and inheritance (if any).

- Norms are developed based on production reality, ensuring stability over a certain period; when there are changes in technology, legal regulations, or when they no longer meet practical requirements, the norms must be adjusted or newly developed.

- Norms for similar products between fields within the state management scope of the Ministry of Natural Resources and Environment must ensure uniformity.

- Ensure centralized and unified construction of norms; encourage and promote the proactive rights of agencies, units, organizations, and individuals participating in constructing norms within the state management scope of the Ministry of Natural Resources and Environment.

- Ensure accuracy and completeness in covering the necessary costs to complete a step of work or create a product according to national technical standards and regulations, and technical guidelines announced and issued by competent state authorities.

2. Conditions for developing economic - technical norms under the state management scope of the Ministry of Natural Resources and Environment of Vietnam

The conditions for developing economic - technical norms under the state management scope of the Ministry of Natural Resources and Environment of Vietnam according to Article 12 of Circular 16/2021/TT-BTNMT are as follows:

- Conditions for developing norms:

+ Belong to the list of public non-business services using the state budget in the field of state management of the Ministry of Natural Resources and Environment issued by competent agencies;

+ The work or product has been announced or issued by competent state authorities with national technical standards or technical guidelines;

+ The work or product (or similar product) has been implemented and completed, ensuring sufficient basis and foundation for determining the necessary costs.

- Norms for completed work or products are built when simultaneously meeting the conditions stipulated in Clause 1, Article 12 of Circular 16/2021/TT-BTNMT.

3. Procedures for Developing Economic-Technical Norms within the Scope of State Management of the Ministry of Natural Resources and Environment of Vietnam

The procedures for developing economic-technical norms within the scope of state management of the Ministry of Natural Resources and Environment of Vietnam according to Article 13 of Circular 16/2021/TT-BTNMT are as follows:

- Create a list of tasks for developing norms, ensuring it clearly shows the unit of measure, meets technical and technological requirements, and outlines the primary conditions and measures for implementation.

- Identify the components of the task to be implemented according to the steps or work items required by the technical regulations from preparation to completion.

- Calculate and determine the labor, tools, materials, energy, fuel, and machinery/equipment costs.

- Develop detailed norms for each step of the task based on labor, tools, materials, energy, fuel, and machinery/equipment costs.
