Conditions for competing in off-road sports automobiles in Vietnam include:
(i) General conditions of the venue
- Having a racetrack suitable to the nature and scale of the tournament as prescribed in Article 4 of this Circular.
- The venue of the competition must have an area for vehicle inspection, parking, automobile repair, and toilets.
- There is a cross-sectional map of the track, marking important points on the track; detailed instructions on traffic rules on the track; and a detailed map of the starting area, the destination area, and the competition area.
- Fences protect the area before and after the finish line.
- The fence separating the track and the audience is placed at least 20 meters from the edge of the track. At the bends of the sand track, the barrier separating the track and the audience must be placed at least 50m from the edge of the track.
- Having at least 01 ambulance, 01 doctor, and 03 nurses; having a sufficient number of drugs and equipment for first aid.
- Emergency points must be arranged in dangerous areas on the track; to make it convenient for the ambulance to move.
- There are plans and means of rescuing vehicles for competition.
- There are fire extinguishers and a specialized firefighting force.
- Ensure security, order, environmental sanitation, fire, and explosion prevention at competition venues and venues for official ceremonies as prescribed by law.
- The venue of the competition must be checked by a technical representative appointed by the National Sports Off-Road Association or by the Tournament Organizing Committee before 03 days from the date of the competition activity and during the course of the tournament. The technical representative has the right to stop the game if it is not safe for the members.
(ii) Conditions for the race track in Off-Road Sports automobiles
- The track is made artificially or based on natural terrain according to technical requirements and competition content.
- There are stakes, tapes and signs marking the track.
- There are signs and signs of obstacles or dangerous areas on the track.
- The organization of competition at the racetrack on natural terrain must comply with the provisions of the law on environmental protection.
(iii) Conditions of equipment
- There are communication devices for members to organize and administer the tournament.
- There are means of transportation for members of the organization, management, and teams during the competition.
- There is equipment to serve the referee department of the tournament, including: Walkie-talkies, flags, sirens, clocks, time boards, loudspeakers, starting tapes, finishing tapes, safety equipment, size and weight of competition vehicles.
(iv) Conditions on competition vehicles
All vehicles must be checked to ensure the following technical standards before participating in the competition:
- If it is a convertible, the open top must have an anti-roll frame (protective frame): made of pipes with a minimum diameter of 30mm and a minimum thickness of 3mm with steel pipes or 5mm with aluminum pipes welded or fixed directly to the chassis or floor of the vehicle (body) through at least 6 points (base plate).
+ The base plate has a minimum size of 100mm x 100mm x 5mm.
+ Each base plate above and below the vehicle floor is attached to each other through at least 4 bolts with a minimum cross-section of less than 10mm.
- Having a fire extinguisher placed within reach of the athlete.
- Having a rescue kit including: 02 Manís (C-hook connecting the cable and the winch); 01 cable automobile towing at least 6m long; 01 cable tie tree at least 3m long; 02 pairs of protective gloves; 01 anchor winch; 01 cable press plate with dimensions of 50cm x 90cm and a weight of at least 2 kg; an automobile repair kit.
- There are front and rear tow hooks on the vehicle that can withstand a minimum pulling force of 3000kg.
- There is a winch with a minimum pulling force of 3628kg.
- Tires with a maximum diameter of 42 inches (1008mm), at least 80% of the tread height. Vehicles must not use chain wheels, metal wheels, or special tires for agricultural machines, forestry machines, tractors, or construction machines.
- Having first aid equipment.
- Ensuring other technical standards as prescribed by the Tournament Charter.
(v) Athletes participating in competition
- Having a certificate of fitness for sports competition from a competent medical facility in accordance with the tournament's regulations.
- Having a valid driving license of class B1 or equivalent or higher.
- Participating in accident insurance during the tournament.
- When competing, athletes must wear safety belts, gloves, helmets meeting Vietnamese standards, and ankle boots.
(vi) Conditions of arbitration
- The referee who administers the national off-road motorsport competitions must be convened by the General Department of Physical Education and Sports or the national professional society for off-road sports automobiles.
- For tournaments organized by the People's Committee of the province or city directly under the Central Government, the referee who administers the tournament must be summoned by the local off-road automobile socio-professional organization, the Department of Culture, Sports, and Tourism (the Department of Culture and Sports) of the province or city directly under the Central Government.
(vii) Conditions for practicing off-road sports automobiles
- Participants in the practice of off-road sports automobiles must satisfy the conditions specified in Clauses 2 and 4, Article 7 of Circular 18/2015/TT-BVHTTDL.
- Automobiles used for training must satisfy the conditions specified in Clauses 1, 2, 3, 4, 5, 6 and 7 of Article 6 of Circular 18/2015/TT-BVHTTDL.
- Off-road sports automobile training activities must comply with the provisions of the law on road traffic, security and order and environmental sanitation at the training place.
