Regarding this issue, LawNet would like to answer as follows:
- Appraise, approve, or recognize mineral reserves and resources in mineral exploration results reports and report on exploration and upgrading of reserves as a basis for management, setting up mining investment projects, mining design, and mine development; confirm mineral reserves allowed to be included in mining design according to the provisions of law.
- Develop standards for decentralization of mineral reserves for the Minister of Natural Resources and Environment to promulgate according to authority.
- Review and agree on temporary targets for calculating solid mineral reserves during the process of appraising mineral exploration results reports.
- Manage records, documents, and databases on mineral reserves; mineral reserve statistics approved or recognized by the Council.
- Propose to the Prime Minister directions and solutions to solve problems related to the assessment of national mineral reserves.
- Assist the Prime Minister in directing, harmonizing, and coordinating between ministries, ministerial-level agencies, and government agencies in resolving issues related to the assessment of national mineral reserves; Urge ministries, ministerial-level agencies, and government agencies to carry out tasks related to the assessment of national mineral reserves.

The composition of the National Mineral Reserve Assessment Council includes:
- Chairman of the Council: Minister of Natural Resources and Environment;
- Vice Chairman of the Council: Deputy Minister of Natural Resources and Environment;
- Members include:
+ Deputy Ministers of the Ministries: Planning and Investment, Industry and Trade, Science and Technology, Construction;
+ Director of Vietnam Geological Department;
+ Director of Vietnam Minerals Department;
+ Chief of Office of the National Mineral Reserve Assessment Council;
+ Representatives of agencies and organizations: Government Office, Office of the National Mineral Reserve Evaluation Council, Vietnam Minerals Department, Institute of Geosciences and Mineral Resources, University of Mining and Geology
The Chairman of the National Mineral Reserve Evaluation Council approves the list of Council members according to documents appointing officials to join the Council of Ministries and branches and promulgates the Council's Working Regulations.
The Chairman of the National Mineral Reserve Evaluation Council may invite experts in the fields of geology, minerals, and other related fields to participate in the appraisal of mineral reserves in the report on mineral exploration results.
Council members work on a part-time basis and enjoy benefits according to current regulations.

The Office of the National Mineral Reserve Assessment Council is an agency assisting the Council and is located at the Ministry of Natural Resources and Environment. The organization and operation of the Office of the National Mineral Reserve Evaluation Council are prescribed by the Chairman of the National Mineral Reserve Evaluation Council.
The Office of the National Mineral Reserve Assessment Council has a seal and accounts according to the provisions of law. The staff of the Office of the Council for the Evaluation of National Mineral Reserves belongs to the staff of civil servants of the Ministry of Natural Resources and Environment.
