On May 25, 2023, the Ministry of Industry and Trade of Vietnam issued Decision 1239/QD-BCT on the Code of Conduct for cadres, civil servants, public employees and employees of the Ministry of Industry and Trade.

Code of conduct in performing duties of civil servants of the Ministry of Industry and Trade in Vietnam

(1) Uniforms and manners of cadres, civil servants, public employees, and employees

- When working at the office and during the performance of their duties and public duties, officials, public servants, public employees, and employees must wear neat and polite clothes, shoes, or sandals with back straps. Costumes must be suitable for the nature of the work, the characteristics of the industry, and the fine customs and traditions of the nation. Industries and fields that have their own uniforms must comply with separate regulations.

- Serious posture, manners, and gestures; a friendly attitude, gentleness, modesty, politeness, and respect for communicators; use standard, clear, coherent language.

- Cadres, civil servants, public employees, and employees must comply with regulations on working time at the agency; arrange and use time to work scientifically and effectively. During working hours, do not leave the agency, unit, or working position without a legitimate reason or without the consent of the competent authority.

- Maintaining hygiene in the office and workplace; do not burn incense, do not store depraved images, cultural content, documents against the Party and State.

- Not working separately, causing disorder during working hours; not smoking in the workplace; not using alcohol or beer right before and during working hours; not listening to music, playing video games, or using personal entertainment devices during working hours.

(2) Ethics, lifestyle, spirit, and working attitude

- Things cadres, civil servants, public employees, and employees must do:

+ Loyalty to the State of the Socialist Republic of Vietnam; protecting the honor of the Fatherland and national interests; respecting and devotedly serving the people; building and protecting the prestige and image of cadres, civil servants, public employees, and employees of the unit and of the Ministry.

+ When performing tasks and official duties, cadres, civil servants, public employees, and employees must be well aware of their responsibilities and obligations; deal with work according to their working position, willing to accept and make efforts to complete all assigned tasks; not be picky about job titles and positions; choose a place with many benefits; choose an easy job; quit a difficult job; not avoid or push the responsibility.

+ Having a sense of discipline, a high sense of responsibility, enthusiasm, and dedication to the work; strictly abide by the rules and regulations of the agency or unit; avoiding the phenomenon of mediocrity, working through the air, roughly, inefficiently; practicing thrift; fighting waste; preserving and protecting the common property of agencies and units.

+ Constantly studying, cultivating, and training in ethics and lifestyle; performing diligently, thriftily, with integrity, righteousness, and impartiality; being honest, simple, straightforward, sincere, not opportunistic, selfish, jealous, or envious.

+ Strictly and fully complying with regulations on obligations of cadres, civil servants, public employees, and employees according to the provisions of the law on cadres, civil servants, and public employees and the Law on Labor. Particularly for civil servants and public employees in the field of inspection and other professional activities, in addition to complying with the provisions of this Code, they must strictly comply with the prescribed professional ethical standards.

- Things that cadres, civil servants, public employees, and employees are not allowed to do:

+ Abuse of positions and powers of individuals, in the name of agencies or units currently working to handle and settle private matters; using property, equipment, and public means for improper purposes or for personal purposes in any form.

+ Having bureaucratic, authoritarian, bossy, corrupt, and abusive attitudes or behaviors; suggesting to give money, receive money, accept gifts, or accept work done outside the agency, outside working hours, for personal gain; indifference, insensitivity, or irresponsibility to the difficulties and problems of organizations and citizens.

+ Losing, damaging, or falsifying dossiers and documents related to the requirements of organizations and citizens when assigned the task of handling; complying with the discipline of speaking, not arbitrarily speaking, providing documents and documents related to the activities of agencies, units, ministries, and branches to organizations and individuals without the consent of the competent authority; using social networks to exploit and propagate unverified, one-sided, and one-sided information affecting public service activities; propagating and promoting depraved images, documents, and acts of superstition in the workplace.

+ Revealing State secrets, work secrets, secret contents, and the full name of the person who wrote the complaint or denunciation in accordance with law.

+ Other tasks as prescribed by the law on cadres, civil servants, public employees, and employees; the law on anti-corruption, thrift practice, anti-waste, and other relevant laws in Vietnam.
