Below are the regulations on classification of, subjects eligible to be granted access to eID accounts in Vietnam
Classification of, subjects eligible to be granted access to eID accounts in Vietnam (Internet image)
According to Article 7 of Decree 69/2024/ND-CP, agencies, organizations, Vietnamese citizens, and foreign organizations or individuals residing in the territory of Vietnam are granted eID accounts as follows:
- For Vietnamese citizens aged 14 years and older who have been issued a citizen ID card or a valid ID card, they are granted electronic identification account level 01 and electronic identification account level 02.
Vietnamese citizens aged between 6 to under 14 who have been issued a citizen ID card are granted electronic identification account level 01, and electronic identification account level 02 if requested. Vietnamese citizens under 6 years old who have been issued a citizen ID card are granted electronic identification account level 01 if requested.
- For foreigners aged 6 years and older who have been issued a permanent residence card or temporary residence card in Vietnam, they are granted electronic identification account level 01 and electronic identification account level 02 if requested. Foreigners under 6 years old who have been issued a permanent residence card or temporary residence card in Vietnam are granted electronic identification account level 01 if requested.
- For agencies or organizations established or registered to operate in Vietnam, they are granted eID accounts without level differentiation.
Regulations on using eID accounts and other e-transaction account created by agencies, organizations, or individuals in Vietnam according to Article 9 of Decree 69/2024/ND-CP are as follows:
- Electronic identification account level 01 of Vietnamese citizens and foreigners is used to access, exploit, and utilize electronic identity information and some features, utilities, and applications of the electronic identification and authentication system, information systems that have been connected and shared as prescribed by law.
- Electronic identification account level 02 of Vietnamese citizens is used to access, exploit, and utilize electronic IDs, other information integrated beyond the electronic ID, shared, integrated, updated from national databases, specialized databases, and all features, utilities, applications of the electronic identification and authentication system, information systems that have been connected, shared as prescribed by law.
- Electronic identification account level 02 of foreigners and the eID accounts of agencies or organizations are used to access, exploit, and utilize electronic identity information and other integrated, updated information from national databases, specialized databases, and all features, utilities, applications of the electronic identification and authentication system, information systems that have been connected, shared as prescribed by law.
- Electronic identity subjects use eID accounts to log in, authenticate, and utilize features and utilities on the national identification application, electronic identification website at dinhdanhdientu.gov.vn or vneid.gov.vn or other utilities on applications, software of other agencies, organizations, individuals already connected to the electronic identification and authentication system.
- eID accounts are used to perform administrative procedures, public administrative services in the electronic environment, and other activities based on the needs of the electronic identity subjects.
- Information regarding electronic identities and integrated information on electronic IDs, eID accounts are valid for proving and are equivalent to providing information or using, presenting documents containing such information in administrative procedures, public services, transactions, and other activities.
- Agencies, organizations, or individuals are to create e-transaction account under the laws on electronic transactions to serve their transactions and activities and are responsible for authenticating and ensuring the accuracy of the accounts they create, determining the level and value of usage of each account level. The information to create e-transaction account must be provided and agreed upon by the account subject for agencies, organizations, or individuals to use in account creation.
