Article 5 of Decree 62/2020/ND-CP specifies the following classification of employment positions:
- Sort by workload
+ The position is held by one person;
+ The position is held by many people;
+ Part-time job opportunity
- Classification by nature and content of work
+ Leadership and management positions;
+ Professional job position;
+ General professional job position (finance, planning and investment, inspection, legal, international cooperation, personnel organization, emulation and reward, office, and a few other positions);
+ Support and service positions.
In Article 6 of Decree 62/2020/ND-CP, the rank structure of civil servants is as follows:
- Each agency or organization's civil servant rank structure is the percentage (percentage) of civil servants holding ranks appropriate to the job position and the complexity of the job according to the job position.

The basis for determining the structure of civil servant ranks is stipulated in Article 2 of Circular 13/2022/TT-BNV (effective from February 15, 2023) as follows: - The civil servant rank structure of each agency, as well as the administrative organization of ministries, branches, and localities, shall be determined by: The list of job positions for specialized professional civil servants and for professional civil servants for common use shall be guided by the Ministry of Home Affairs and other line and field management ministries according to the provisions of Decree 62/2020/ND-CP on employment positions and civil servant payrolls; The complexity of the job and the number of civil servants to be arranged according to each job position in the agency or organization approved by the competent authority; Standards for titles of specialized civil servants corresponding to the working position. - When determining the structure of civil servant ranks in administrative agencies and organizations, civil servants holding leadership and management positions are not counted. |
Article 3 of Circular 13/2022/TT-BNV (effective from February 15, 2023) stipulates the order of determining the rank structure of civil servants as follows: - Based on the list of employment positions and the number of civil servant payrolls arranged for each job position at his or her agency or organization, the head of the agency employing civil servants shall determine the percentage (percentage) of civil servants holding civil servant ranks according to each specialty at agencies or organizations and report to competent agencies for approval. - The head of the agency managing civil servants shall approve the civil servant rank structure in accordance with the complexity of the job according to the job position, nature, characteristics, and scale of operation of the agency employing the civil servant. - The department in charge of organization and staffing of agencies, organizations, and units shall advise and assist the head in determining the number of civil servant ranks and the structure of the agency's civil servant ranks, organizations, and units to submit to competent authorities for consideration and decision. |
In Article 7 of Decree 62/2020/ND-CP, the order of approval for job positions is as follows:
- Agencies and organizations under ministries, ministerial-level agencies, agencies attached to the Government, organizations established by the Government or the Prime Minister but not are public non-business units, People's Committees of provinces and centrally run cities (hereinafter referred to as ministries, branches and localities) pursuant to Clause 1, Article 4 of this Decree and guiding documents of competent agencies on employment positions to develop job placement schemes of their agencies or organizations, and send them to agencies and organizations specified in Clause 2 of this Article for appraisal.
- Agencies and organizations assigned the task of organizing and staffing ministries, branches, and localities receive dossiers, appraise job position schemes, summarize employment positions of agencies and organizations under ministries, branches, and localities, and submit them to competent authorities for decision as prescribed in Clause 3 of this Article.
- Heads of ministries, branches, and localities shall approve employment positions in agencies and organizations under their management.
