Circular No. 04/2022/TT-BNV dated May 23, 2022 amending Point c Clause 1 Article 1 of the Circular No. 13/2019/TT-BNV providing guidance on regulations on commune-level officials and public employees in Vietnam.
Circular No. 13/2019/TT-BNV on specialized qualifications of officials of communes in Vietnam
Accordingly, prescribing professional qualifications of commune-level civil servants in Vietnam as follows:
Possessing a university or higher degree in a discipline relevant to the task requirements of each title of commune-level civil servants, unless otherwise provided for by law;
Provincial-level People's Committees shall specify criteria on professional qualifications of intermediate or higher degree for civil servants working in communes in mountainous, highland, border, island, island, deep-lying, remote, ethnic minority areas and areas with particularly difficult socio-economic conditions.
Compared with the earlier regulation "unless otherwise provided for by Vietnamese law".
The above-mentioned regulation shall be supplemented as appropriate. Currently, the 2014 Law on Civil Status stipulates that judicial and civil status officers of communes in Vietnam must possess an intermediate or higher degree in law and have been trained in civil status work;
Therefore, judicial, civil status officers are only required to possess a university or higher degree.
