Circular 27/2020/TT-BGDDT: Commendation for excellent students at primary schools in Vietnam

Recently, the Ministry of Education and Training has issued Circular 27/2020/TT-BGDDT stipulating the regulations on the assessment of primary school students. Primary school students will be awarded the title of "Excellent Student" when they achieve good academic performance.

Previously, before 2016, primary school students were rewarded with titles such as excellent students, advanced students, etc. Since the Ministry of Education and Training issued Circular 22/2016/TT-BGDDT effective from November 6, 2016, amending and supplementing Circular 30/2014/TT-BGDDT on the assessment and classification of primary school students, the education sector has shifted from grading to assessment through comments. Year-end commendation is divided into 2 categories:

- Students completing excellently in all subjects and practices: assessment results of all subjects reaching Good Completion, excellent capacities and qualities; end-of-year periodic tests for all subjects scoring 9 points or above;

- Students with outstanding or exceptional progress in at least one subject or at least one capacity or quality, nominated by teachers and recognized by the class.

The certificates of merit no longer bear titles but instead contain compliments and comments based on each student's progress. This leads to most primary school students receiving year-end certificates of merit with comments such as: "Outstanding in quality development"; "Completed primary subjects well and developed capacities and qualities"; "Achieved outstanding results in studies"; "Achieved results in practice and studies"; "Achieved results in quality and capacity"; "You completed well in Art and Ethics subjects," etc.

However, after 4 years of applying these regulations, the Ministry of Education and Training continues to amend the commendation regulations for students according to Circular 27/2020/TT-BGDDT. Specifically, Article 13 provides for the awarding of certificates of merit for students at the end of the school year as follows:

- Awarding the title Excellent Student to those assessed as having achieved Excellent Completion in education;- Awarding the title Outstanding Student in Study and Practice to those assessed as having achieved Good Completion in education, with excellent achievements in at least one subject or significant progress in at least one quality, capacity; recognized by the class.

Thus, according to the current regulations, the commendation certificates now only have 2 titles for students who meet certain criteria. Year-end commendations are adjusted to minimize the achievement disease while ensuring encouragement and motivation for students.

This assessment and commendation regulation for primary school students under Circular 27/2020/TT-BGDDT is applied according to the following schedule:

- From the school year 2020-2021 for grade 1;

- From the school year 2021-2022 for grade 2;

- From the school year 2022-2023 for grade 3;

- From the school year 2023-2024 for grade 4;

- From the school year 2024-2025 for grade 5.
