Cases of revocation and cancellation of training program certificates, completion certificates for training courses for officials and public employees in Vietnam (Internet image)

1. Requirements for granting training program certificates for training officials and public employees in Vietnam

According to Article 6 of Circular 03/2023/TT-BNV, the training program certificate is granted to students who meet the following conditions:

- Fully participate in the prescribed training program.

- Pass all required tests, assignments, essays, and projects as specified in the training program; these assessments must achieve a score of 50% or higher according to the program's grading scale.

- Comply with the relevant laws on training civil servants and officials, as well as the regulations and internal rules of the National Academy of Public Administration, training, and research institutions.

2. Cases of revocation and cancellation of training program certificates, completion certificates for training officials and public employees in Vietnam

According to Article 8 of Circular 03/2023/TT-BNV, the training program certificate and completion certificate for training courses can be revoked under the following circumstances:

- Fraudulent enrollment or study by individuals who have been granted certificates or completion certificates.

- Issuance to individuals who do not meet the requirements or are outside the authorized scope.

- Alteration or tampering with the certificates.

- Allowing others to use the certificates.

- Errors committed by the National Academy of Public Administration, training, and research institutions.

The National Academy of Public Administration, training, and research institutions have the authority to revoke and cancel the certificates and completion certificates issued by their respective units. In cases where the National Academy of Public Administration, training, and research institutions have been merged, divided, or dissolved, the higher-level authority directly responsible for these units has the authority to revoke and cancel the certificates and completion certificates.

The head of the agency mentioned in Clause 2 of Article 8 of Circular 03/2023/TT-BNV shall issue a decision to revoke and cancel the certificates and completion certificates. The decision must state the reasons for revocation and cancellation. The decision shall be published on the official website of the competent authority for revocation and cancellation of certificates and completion certificates and sent to the individuals whose certificates have been revoked, the supervisory agency that detected the violations (if any), the agency where the individuals with revoked certificates are currently serving (if applicable), and other relevant organizations and institutions.

3. Responsibilities of the National Academy of Public Administration in issuing and reissuing certification of training program certificates, completion certificates for training officials and public employees in Vietnam

According to Clause 3 of Article 5 of Circular 03/2023/TT-BNV, the National Academy of Public Administration, training and research institutions have the following responsibilities:

- Issue a completion certificate for cases where the training certificate is lost or damaged. The completion certificate has the same validity as the training program certificate. The format of the completion certificate is specified in Appendix II accompanying Circular 03/2023/TT-BNV.

- Reissue the training program certificate in cases where the initially issued certificate contains errors due to the fault of the National Academy of Public Administration, training and research institutions.

- Reissue the completion certificate for cases where the completion certificate is lost or damaged.
