2. Process of planning for Commanders and deputy commanders of commune-level military heads in Vietnam

Process of planning for Commanders and deputy commanders of commune-level military heads, according to Article 8 of Joint Circular 01/2013/TTLT-BNV-BQP, is as follows:

- The commune-level military head board advises the Party committees and authorities of the same level to send a slip to introduce the planning source to relevant organizations and individuals specified in Article 7 of Joint Circular 01/2013/TTLT-BNV-BQP on personnel statistics and resource planning for Commanders, Deputy Commanders of Commune-level military heads in each period, each period for at least 5 years.

- The commander of the commune-level military head will summarize the recommendations for the introduction of the source plan of the Commander, the Deputy Commander, through the Sub-Committee of the military head of the same level (if any).

- The commanders of the commune-level military heads shall report to the presidents of the People's Committees of the same level of planning resources to the commanders and deputy commanders of the commune-level military heads and relevant documents.

- Chairpersons of commune-level People's Committees shall report to Standing Board of Party Committees of the same level for consideration and planning of sources of commanders and deputy commanders of commune-level military heads.

- Commune-level People's Committees shall consult with military heads and District-level Departments of Home Affairs for the planning of sources of Commanders and Deputy Commanders; consult the Party Organization Committee at the district level on the source planning of the Commander in Chief before submitting it to the People's Committee of the district for approval of the source planning of the Commander and Deputy Commander of the Commune military head.

3. Principles of planning for commanders and deputy commanders of commune-level military heads in Vietnam

According to Article 3 of Joint Circular 01/2013/TTLT-BNV-BQP, the principles of planning for commanders and deputy commanders of commune-level military heads are as follows:

- Ensuring the leadership and direction of Party committees and authorities at all levels, in accordance with current regulations on decentralization of management of cadres and civil servants.

- Selecting the right subjects, in sufficient quantity, meeting the standards and requirements of tasks according to the titles associated with the planning of commune-level cadres and civil servants.

- Implementing the correct process, having the next and next source, creating long-term stability, and gradually rejuvenating and improving the quality of the commune-level military head.

- Implementing openly, democratically, and in accordance with the law.

- Preference will be given to those who have a professional intermediate degree in the grassroots military sector or higher; children of people with meritorious services to the country, ethnic minorities, who have completed their active service duties in the People's Army and People's Public Security Forces.

4. Regulations on adjustment and supplementation of planning for commanders and deputy commanders of commune-level military heads in Vietnam

Regulations on adjusting and supplementing the planning of Commanders and Deputy Commanders of Commune military heads according to Article 9 of Joint Circular 01/2013/TTLT-BNV-BQP are as follows:

- Annually, the commander of the commune-level military head shall review the planning to advise the Party committees and authorities at the same level to adjust and supplement the planning resources for the Commander-in-Chief and Deputy Commander.

- In case of unexpected changes in source in the planning, the Chief Commandant shall report to the People's Committee of the same level for consideration and supplementation to the replacement planning in a timely manner.

- The process of selecting additional sources for planning shall comply with the provisions of Section 2.
