Regarding this issue, LawNet would like to answer as follows:

In 2023, the following cases will require people to change their citizen IDs, including:

1. ID card with validity of 15 years in Vietnam

Specifically, according to Decree 05/1999/ND-CP (amended by Clause 1, Article 1 of Decree 170/2007/ND-CP) stipulating that the identity card is valid for 15 years from the date of issue.

Thus, after the ID card expires, people must carry out the procedures to change to a citizen ID card according to current regulations.

By 2023, people with ID cards issued in 2008 or earlier are required to change to chip-mounted Citizen ID.

2. Citizen reaches full 25 years, full 40 years and full 60 years are required to renew citizen ID card in Vietnam

According to Article 21 of the Law on Citizen Identification 2014,  a citizen identity card must be renewed when a citizen reaches full 25 years, full 40 years and full 60 years.

Citizen identity cards which are granted, renewed or re-granted within 2 years before a citizen reaches the age specified above remain to be valid until he/she reaches the subsequent age eligible for card renewal.

Specifically, in 2023, people born in 1998, 1983 and 1963 and issued with a citizen ID card from 2021 or earlier will be required to change their citizen ID card.

If people fall into the above categories but have changed their new citizen ID cards from 2021 onwards, they will continue to use this card until the age to change the next card.

3. Cases of required renewal or re-grant of citizen identity cards in Vietnam

Pursuant to the provisions of Article 23 of the Law on Citizen Identification 2014, the cases of renewal or re-grant of citizen identity cards include:

-  A citizen identity card shall be renewed in the following cases:

+ The cases specified in Clause 1, Article 21 of the Law on Citizen Identification 2014;

+ The card is damaged and unusable;

+ Change of family name, middle name, first name and characteristics for identification of the card holder;

+ Gender re-assignment or native place re-determination;

+ There is incorrect information in the citizen identity card;

+ Upon request of the card holder.

- A citizen identity card shall be re-granted in the following cases:

+ It is lost;

+ The card holder has Vietnamese nationality restored under the Law on Vietnamese Nationality.

4. What is the penalty for failing to renew the citizen ID according to regulations in Vietnam?

Article 10 of Decree 144/2021/ND-CP stipulates a warning or a fine of between VND 300,000 and 500,000 for acts of failing to comply with the law on issuance, re-newal and re-issue of citizen identification cards;

Note: Places for carrying out procedures for grant, renewal and re-grant of citizen identity cards

Citizens may choose any of the following places for carrying out procedures for grant, renewal or re-grant of citizen identity cards:

- The citizen identification management agency of the Ministry of Public Security;

- Citizen identification management agencies of Public Security Departments of provinces and centrally run cities;

- Citizen identification management agencies of Public Security Divisions of rural districts, urban districts, towns and provincial cities or equivalent administrative units;

- When necessary, competent citizen identification management agencies shall carry out procedures for the grant of citizen identity cards at communes, wards, townships, agencies, units or citizens’ places of residence.

In addition, citizens can now carry out procedures for granting and changing citizen IDs online through the Public Service Portal of the Ministry of Public Security at https://dichvucong.bocongan.gov.vn
