Regulations on reimbursement of scholarship and training costs in Vietnam are specified in Decree 143/2013/ND-CP.
Cases of reimbursement of scholarship and training costs in Vietnam (Internet image)
The principles of reimbursement of scholarship and training costs in Vietnam according to Article 2 of Decree 143/2013/ND-CP are as follows:
- Learners specified in point a of Clause 2 of Article 1 of Decree 143/2013/ND-CP and their families in Vietnam (including the biologic father, mother, spouse, or other legal representative of the learner) commit to fully reimburse the training costs provided by the state budget according to the regulations in Decree 143/2013/ND-CP.
In case the learner does not return to Vietnam after graduation to comply with the work assignment by the competent state authority, the learner's family in Vietnam is responsible for reimbursing the training costs.
- Learners specified in point b Clause 2 of Article 1 of Decree 143/2013/ND-CP commit to fully or partially reimburse the training costs provided by the state budget according to the regulations in Decree 143/2013/ND-CP.
- The entire amount of reimbursement for training costs is paid to the state budget.
- The reimbursement of training costs ensures democracy, transparency, and accountability.
According to Article 3 of Decree 143/2013/ND-CP, the cases of reimbursement of scholarship and training costs in Vietnam are as follows:
- Learners specified in point a and point b ofClause 2 of Article 1 of Decree 143/2013/ND-CP fail to comply with the work assignment by the competent state authority within a period of 12 months from the date of graduation recognition.
If, after graduation, they are allowed to continue studying by the competent state authority, the 12-month period is counted from the date of graduation recognition of the next course.
- Learners who fail to fulfill the required work period as stipulated in Article 4 of Decree 143/2013/ND-CP and voluntarily quit their job.
The regulations on reimbursement costs and calculation of reimbursement of scholarship and training costs in Vietnam according to Article 5 of Decree 143/2013/ND-CP are as follows:
- Reimbursement costs include: tuition fees, scholarships, and other expenses associated with the subsidized course provided by the state budget.
- The granted training costs include: tuition fees, scholarships, living expenses, and other expenses provided by the state budget for learners according to the prescribed regime.
- Calculation of reimbursement costs:
+ For cases specified in Clause 1 of Article 3 of Decree 143/2013/ND-CP, learners must fully reimburse 100% of the training costs provided by the state budget.
+ For learners specified in Clause 2 of Article 3 of Decree 143/2013/ND-CP, the reimbursement costs are calculated using the following formula:
S = (F / T1) x (T1 - T2)
Where:
- S is the reimbursement cost;
- F is the granted training cost;
- T1 is the period of work as assigned by the competent state authority, calculated in rounded months;
- T2 is the period of work after being assigned, calculated in rounded months.
The authority to decide on reimbursement of scholarship and training costs in Vietnam according to Article 6 of Decree 143/2013/ND-CP is as follows:
- The competent state authority that sends learners for education and provides training costs from the state budget decides on the reimbursement of training costs for learners who violate the regulations specified in Clause 1 of Article 3 of Decree 143/2013/ND-CP.
- The head of the labor management agency decides on the reimbursement of training costs for learners who violate the regulations specified in Clause 2 of Article 3 of Decree 143/2013/ND-CP.
