1. Cases of refusal to provide information to the press in Vietnam Social Insurance industry

Cases of refusal to provide information to the press in the Social Insurance industry include:

- Cases of refusal to provide information to the press as prescribed in Clause 2, Article 38 of the Press Law:

Information on the list of State secrets, secrets under the Party's principles and regulations, personal secrets, and other secrets as prescribed by law.

+ Information about the case being investigated or not yet investigated, except in cases where it is necessary to inform the press about issues beneficial to investigation activities, crime prevention, and combat.

+ Information about the case being inspected without any conclusion; the case is in the process of settling complaints and denunciations; disputes and conflicts between State agencies are in the process of being resolved, and there have been no official conclusions of competent persons, which, according to the law, have not been allowed to be published.

+ Documents and projects that are in the process of being drafted but have not yet been approved by competent authorities to be published as prescribed by law.

- Other cases as prescribed by law.

2. Providing periodical information of Vietnam Social Insurance industry

* At Vietnam Social Security:

- Content to speak and provide information:

+ Results of the implementation of the guidelines and guidelines of the Party, policies, and laws of the State on social insurance, health insurance (HI), and unemployment insurance (UI).

+ Contents of professional manuals on social insurance, health insurance, and unemployment insurance from Vietnam Social Insurance.

+ Situation and results of the implementation of the branch's political tasks.

+ Leaders' views and opinions on the direction and resolution of important issues under their authority that are of public interest.

+ Other contents related to the performance of functions, tasks, and powers of Vietnam Social Insurance.

- Forms of speech and information provision:

+ To periodically provide information to the press in writing, in the form of press information or by email; Update information on the Portal, Fanpage, and Zalo OA of Vietnam Social Security in accordance with the law.

+ At least once every three months, organize a conference to provide periodic information for the press.

+ In case of necessity, Vietnam Social Security shall provide information directly to the press at briefings organized by the Central Committee for Propaganda and Training, the Ministry of Information and Communications, and the Vietnam Journalists Association; at regular Government press conferences organized by the Government Office.

* At provincial social insurance:

- Content to speak and provide information:

+ Results of the implementation of the guidelines and guidelines of the Party, policies and laws of the State, the Provincial Party Committee, the People's Council, the People's Committees of the provinces and centrally-run cities (provincial People's Committees) on social insurance, health insurance, unemployment insurance.

+ Contents of professional manuals on social insurance, health insurance, and unemployment insurance of the provincial social insurance agency.

+ The situation and results of the implementation of political tasks of the provincial social insurance agency.

+ Other contents related to the performance of functions, tasks, and powers of the provincial social insurance agency.

- Forms of speech and information provision:

+ Periodically provide information to the press and update information on the portal, fanpage, and Zalo OA of the provincial social insurance agency.

+ Provide timely and accurate information to the web portal of Vietnam Social Insurance and Provincial People's Committee.

+ Appoint a spokesperson to provide information at the conference, providing information on the Vietnam Social Insurance and the press conference of the provincial People's Committee upon request.

+ If necessary, provide information to the press in writing or directly at press briefings organized by the Propaganda Department of the Provincial Party Committee, the Department of Information and Communications and the Journalists Association of the province and city.

3. Providing unexpected information in Vietnam Social Insurance industry

* At Vietnam Social Security:

The spokesperson, or authorized person, of the Social Security Administration of Vietnam is responsible for speaking and providing timely and accurate information to the press in the following unexpected cases:

- In case it is necessary to widely inform the public about the situation and results of the implementation of the Vietnam Social Insurance in the guidelines and policies of the Party and Government on social insurance, health insurance, and unemployment insurance in special and urgent contexts of great significance to the work of ensuring social security and taking care of the people's health.

- When it is necessary to inform the press about important events and issues with great impact on society within the scope of the organization and implementation of Vietnam Social Security in order to timely warn and orient public opinion; information about the views and handling of Vietnam Social Security in respect of such events and issues is appropriate.

In the event of an incident that requires immediate initial information from the Vietnam Social Security Administration, the spokesperson or the authorized person to speak is responsible for actively speaking and providing information to the press within 24 hours at the latest since the incident happened.

- Press agencies or agencies directing and managing the State in charge of the press request that they speak or provide information about events, issues, and fields within the scope of the organization and implementation of Vietnam Social Security that have been mentioned in the press or about the events and issues mentioned at Point b, Clause 1 of this Article.

- In case there are grounds to clearly determine that the press publishes or broadcasts untrue information about activities under the management of Vietnam Social Security, the spokesperson or the person authorized to speak requires that press agency to publish or broadcast feedback and corrections in accordance with the law.

* At provincial social insurance:

- Spokesperson or authorized spokesperson of the provincial social insurance agency is responsible for speaking or coordinating with the spokesperson. Under the management of the provincial social insurance agency, the authorized spokesperson of the Vietnam Social Security Administration provides timely and accurate information to the press about important and urgent events and issues that have great impact on society.

In the event of an incident, the initial information of the provincial social insurance agency should be immediately available. The spokesperson or the authorized speaker of the provincial social insurance agency is responsible for actively speaking and providing information to the press within 24 hours from the date of the incident; at the same time, make an information report to the spokesperson or the authorized spokesperson of the Vietnam Social Insurance.

- In case there are grounds to clearly determine that the local press publishes or broadcasts untrue information about activities under the management of the provincial social insurance agency, the spokesperson or authorized person of the provincial social insurance agency shall request the press agency to publish and broadcast feedback and corrections in accordance with the law.

* Form of statement and information provision:

- Written information in the form of press information or by email.

- Speaking directly or giving interviews to the press.

- Information on the Portal, Fanpage, Zalo OA of Vietnam Social Security Administration (for information provided by Vietnam Social Security); Portal, Fanpage, Zalo OA of provincial social insurance (for information provided by provincial social insurance).

- Organizing conferences to provide information for the press.
