1. Regulations on the State auditor’s card template in Vietnam

Regulations on the State auditor’s card template in Vietnam as per Article 4 of the Regulations issued with Decision 05/2016/QD-KTNN are as follows:

* The card is rectangular, 60mm wide and 90mm long, consisting of a card blank produced from paper material and a protective film. The content on the Card is presented in the font of the Vietnamese character encoding set (Vietnamese Unicode font) according to TCVN 6909:2001 standards.

The protective film of the card is a plastic lamination outside the card blank, containing the continuous repeat of the State Audit Office abbreviation "KTNN" forming a diagonal line 40mm long on the left edge of the card.

* The card consists of 2 sides as per the template (Appendix No. 01):

** Front side: The card is printed in color; the background is a light blue pattern creating radiating beams of light; in the center is the emblem of the State Audit Office, printed in a watermark, with a diameter of 20mm. It includes the following details:

- On the right:

+ National title: the first line is in bold, uppercase letters, and the second line is in bold, lowercase letters, font size 10, underlined;

+ State auditor’s card: Bold, uppercase, red letters, font size 12;

+ Number (State auditor’s card number);

+ Full name: Write the full name of the State Auditor issued the card, in lowercase letters, font size 12;

+ Record newly-appointed State Auditor rank, in lowercase letters, font size 12;

+ Hanoi, day, month, year of card issuance, in italic letters, font size 12;

+ State Auditor General, in uppercase letters, font size 10;

+ Signature and full name of the State Auditor General.

- On the left:

+ Emblem of the State Audit Office with a diameter of 16 mm;

+ Portrait photo of the cardholder, size 25 mm x 30 mm;

+ Embossed seal of the State Audit Office (diameter 20mm) stamped 1/4 on the bottom right corner of the photo.

- Diagonal line: From the top left corner to the bottom right corner is a red diagonal line, 06 mm wide, corresponding to each rank as follows:

+ Senior Auditor: 03 lines;

+ Principal Auditor: 02 lines;

+ Auditor: 01 line.

** Back side: The background is red; in the center, there is the National Emblem, diameter 24mm. It includes the following details:

- The top line reads "THE SOCIALIST REPUBLIC OF VIETNAM", "Independence - Freedom - Happiness", in bold, yellow letters, font size 12;

- The bottom line reads "State auditor’s card", in bold, yellow letters, font size 15;

* State auditor’s card number

** Each official appointed to the State Auditor ranks is issued a State auditor’s card number (abbreviated as card number). The card number consists of two parts:

- The first part is the uppercase letter: A, B, C corresponding to the 03 State Auditor ranks, including: Senior Auditor, Principal Auditor, Auditor;

- The second part is the number: Consisting of 04 digits starting from 0.001, indicating the sequential number of the State Auditor corresponding to each rank.

** The card number changes when promoted to a higher State Auditor rank.

2. Cases ineligible for new issuance, replacement, or re-issuance of the State auditor’s card in Vietnam

According to Article 6 of the Regulations issued with Decision 05/2016/QD-KTNN, individuals who meet the criteria stipulated in Clause 2, Article 5 of the Regulations issued with Decision 05/2016/QD-KTNN are not considered for new issuance, replacement, or re-issuance of the card if falling into one of the following cases:

- Being complained, accused, and is in the period of resolving complaints and accusations according to the law on complaints and accusations.

- Being temporarily suspended from work for considering disciplinary actions related to corruption, public service ethics, or during the period of serving disciplinary actions.

- Involved in cases that have not been concluded by the competent state authority.

- Being prosecuted or under criminal investigation.
