The article presents the cases in which the time participating in professional legal training for lawyers can be converted according to current legal regulations in Vietnam.

According to Clause 2, Article 5 of Circular 02/2019/TT-BTP, a lawyer can have their training participation time for that year equivalent if they fall into one of the following cases:
- Writing legal research articles published in domestic or international legal journals; authoring books, textbooks published about lawyer's ethics, professional conduct, or practicing skills;
- Teaching about law, lawyer's practicing skills, ethics, and professional conduct at bachelor's degree law training institutions or lawyer vocational training facilities; teaching in training courses or exchanging practicing experience for lawyers as stipulated by this Circular;
- Participating in and completing the judicial title training program;
- Participating in and completing professional training courses on law, lawyer profession abroad;
- Participating in training programs, seminars, workshops lasting at least 01 day on the contents prescribed in Article 3 of Circular 02/2019/TT-BTP organized by the Department of Justice, Directorate for Legal Aid.
The minimum training participation time is 08 hours/year.
Lawyers participating in training receive equivalence according to Clause 2, Article 5 of Circular 02/2019/TT-BTP, with one instance of participation and completion counted as 08 hours fulfilling the training obligation.
According to Clause 1, Article 6 of Circular 02/2019/TT-BTP, the following individuals are exempted from the training obligation for the year:
- Lawyers serving as deputies of the National Assembly or deputies of the Provincial People's Council;
- Female lawyers with a child under 12 months old are exempted from training obligations for the year;
- Lawyers who, due to illness, have a written request and receive confirmation from the Lawyer Association’s Executive Committee;
- Lawyers aged 70 years or older with over 20 years of legal practice;
- Lawyers requiring long-term treatment at medical facilities and falling under the list of long-term treatments as stipulated by the Ministry of Health for 03 months or more with a Certificate from a competent health authority.
These exempt lawyers must submit documentation proving their exemption eligibility to the Lawyer Association of which they are a member.
Within 07 working days from receiving the proving documents of lawyers eligible for training obligation exemption, the Lawyer Association’s Executive Committee will consider and decide on the exemption for the lawyer.
According to Article 7 of Circular 02/2019/TT-BTP, documentation confirming the fulfillment of training obligations is regulated as follows:
- Certificate of training participation according to the BDLS-04 form issued by the organizations stipulated in Article 4 of Circular 02/2019/TT-BTP, including:
+ Vietnam Bar Federation (Vietnam Lawyers Association’s Training Center, Vietnam International Commercial Lawyers Club under the Vietnam Bar Federation).
+ Lawyer Association.
+ Lawyer vocational training institutions.
