Benefits and policies for Union and Association officials who are pupils and students, according to Article 3 of Decision 13/2013/QD-TTg are as follows:
- Union and Union officials who are students are given priority to add points to evaluate training results according to the Regulations on evaluating training results of students of the Ministry of Education and Training. Priority is given to scholarships, job placement, and additional support for working and learning conditions according to the ability and actual situation of each school.
- Every year, Youth Union and Association officials who are pupils and students who excellently complete their tasks are commended and rewarded. Funds for organizing commendation and reward for Union and Association officials are allocated in the total annual budget allocated to the Union and Association organizations.
- Officials of Unions and Associations who are students are supported with monthly or annual fees. Based on specific conditions, the school stipulates the level of operating fee support for each position of Union and Association officer.
Other Benefits and policies for Union and Association officials according to Article 4 of Decision 13/2013/QD-TTg are as follows:
- Union and Association officials are given favorable conditions in terms of time and are paid per diem when participating in Union and Association activities convened by their superiors in accordance with current law; they are given conditions to study to improve their professional qualifications; they are given priority to arrange accommodation in dormitories; and they enjoy social benefits like managers at the same level.
- Union and Association officials who have worked for the Union or Association for 3 consecutive years or more and have successfully completed their tasks will be given priority for recruitment consideration when taking civil servant recruitment exams, recruitment exams, or public employee recruitment tests.
- Union Secretary and Deputy Secretary of the Youth Union from the grassroots level up, if qualified, will be included in the planning of leadership positions at the school.
For key Union and Association officials who complete their tasks, when they finish working for the Union or Association, the school is responsible for transferring them to an equivalent position suitable to their expertise and with conditions for development. For officials in charge of Youth Union and Association work, when they reach the age of being Youth Union or Association officials, the school is responsible for arranging suitable jobs.
- Benefits and policies for other positions of Union and Association officials are specified in the school's internal expenditure regulations but are not higher than the prescribed norms for key Union and Association officials in Decision 13/2013/QD-TTg.

- Unions and associations in educational establishments and vocational training establishments mentioned in this Decision operate according to the Charter of their organizations and the provisions of law; play an important and inseparable role in education and training; and have the responsibility to contribute to the realization of educational goals according to the Law on Education and the Law on Vocational Education.
- Unions and Associations are assigned representatives as key officials to participate in Boards and Councils related to the legitimate rights and interests of young lecturers, young teachers, young officials, students, and pupils; young cadres and young lecturers are responsible for participating in the work of the Union, the Association and the youth, student, and student movement.
- Operational costs of Youth Unions and Associations are specified in the internal spending regulations of educational institutions and vocational training institutions. Union and Association organizations are responsible for preparing annual operating budget estimates for the director (or principal) to approve.
In addition to the annual allocated budget, when assigned unexpected tasks by the Party committee, the Youth Union, the superior association and the school, Unions and Associations are allowed to prepare budget estimates for implementation and are approved according to regulations.
