Standards of cipher officers according to Article 26 of the Cipher Law 2011 are as follows:
- Cipher officers must fully satisfy the following standards:
+ Having a firm political stuff, being absolutely loyal to the Fatherland and people, to the Communist Party of Vietnam and the State of the Socialist Republic of Vietnam; voluntarily rendering long-term service in cipher organizations; being ready to undertake and fulfill assigned tasks.
+ Having good moral quality, clean and clear family and personal political backgrounds;
+ Possessing political and professional qualifications, skills, practical capabilities and good health as required by assigned tasks;
+ Being trained in cipher operations.
- Cipher officers, when failing to satisfy the standards defined above, are not allowed to continue with cipher work. On a case-by-case basis, competent cipher users shall decide to handle these officers under law.
Retirement regimes and policies for cipher officers according to Article 14 of Decree 32/2013/ND-CP are as follows:
- Retired cipher officers are entitled to the social insurance regime in accordance with the law on social insurance.
- The one-time allowance for cipher officers who retire before the age limit prescribed in Article 27 of the Cipher Law 2011, as follows:
+ The beneficiaries of the lump-sum allowance are those who do cipher work and are redundant due to changes in organization or payroll under the decisions of competent authorities;
+ The one-time allowance regime includes:
++ 03 months salary allowance for each year of early retirement;
++ Receiving allowance equal to 05 months' salary for the first 20 years of working; from the 21st year onwards, each working year is entitled to 1/2 (half) monthly salary.
The benefits and policies for cipher officers who transfer according to Article 15 of Decree 32/2013/ND-CP are as follows:
- People who perform cipher work change branches and are recruited to work at agencies, non-business units of the Party, the State, socio-political organizations (hereinafter referred to as agencies and units of the Government) enjoy the following benefits:
+ To be given priority to arrange jobs suitable to professional, technical, and professional occupations; necessary professional training and retraining in accordance with the assigned work;
+ To be exempted from the entrance exam if the major is transferred to the old agency or unit, or if the branch is changed at the request of the competent authority;
+ To be given priority to add points to recruitment results when taking the entrance exam or recruitment examination for civil servants and public employees in accordance with the law on recruitment, employment, and management of civil servants and public employees in agencies and units. gorvernment's;
+ Salary is suitable for the new job. In case the new salary coefficient is lower than the salary coefficient of the cipher worker already enjoyed at the time of switching, then:
Reserving the coefficient of difference between the salary coefficient at the time of changing industries and the new salary coefficient for a minimum period of 18 months, reviewed by the head of the agency's managing cadres, civil servants, and public employees, was decided to suit the internal salary correlation.
During the reservation period, if the new salary coefficient is equal to or higher than the salary coefficient already enjoyed before changing industries, the new salary coefficient will be enjoyed;
+ Upon retirement, the pension calculation method prescribed in Clause 7 and Article 34 of Decree 68/2007/ND-CP shall be applied.
- If a person doing cipher work moves to another agency or unit receiving salary from the state budget and then transfers to an agency or unit receiving salary according to the salary regime decided by the employer, then:
When retiring, the pension shall be added to the seniority allowance according to the working time of the salary of the cipher worker at the time of the change of industry and converted to the salary regime prescribed at the time of retirement.
- If the cipher worker has changed industries due to the needs of the cipher force and has been mobilized by the competent authority to return to work in the cipher organization, the time spent changing sectors shall be included in the continuous working time. for consideration of a salary increase, working seniority according to the provisions of law.
