The following article contains information on the authority to notify reserve force mobilization decisions and commands in Vietnam as stipulated in the Law on Military Reserve Forces 2019.
Notification of reserve force mobilization decisions and commands in Vietnam (Internet image)
According to Clause 1, Article 2 of the Law on Military Reserve Forces 2019, the military reserve force include reserve servicemen and reserve technical equipment that are registered, managed, and arranged into reserve units to be ready to supplement the standing forces of the People’s Army.
The notification of reserve force mobilization decisions and commands in Vietnam is stipulated in Article 27 of the Law on Military Reserve Forces 2019 as follows:
- Decisions and orders for mobilizing military reserve force must be announced on time and accurately. The announcement process is conducted through the hierarchical administrative system from the central to local levels, and from the Ministry of National Defense to military agencies at all levels and standing units of the People’s Army.
- The responsibilities for announcing decisions and orders for mobilizing military reserve force are specified as follows:
+ The General Staff announces the mobilization order of the Minister of National Defense to ministries, ministerial-level agencies, government agencies, provincial People's Committees, units under the Ministry of National Defense, and directs the announcement of the mobilization order to local military agencies and grassroots units of the People’s Army;
+ Ministries, ministerial-level agencies, and government agencies announce the mobilization decision of the Minister, Head of the Ministerial-level agency, and government agency to their subordinate units and direct the announcement of the mobilization decision to grassroots units;
+ Provincial People's Committees announce the mobilization decision of the Chairman of the Provincial People's Committee to agencies, subordinate units, related associations, and district-level People's Committees.
The Hanoi Capital Command, Ho Chi Minh City Command, and Provincial Military Commands announce the mobilization order of the Commanders of the Hanoi Capital Command, Ho Chi Minh City Command, and Chiefs of Provincial Military Commands and the order to call reserve officers to enlist from the competent authorities to district-level military agencies;
+ District-level People's Committees announce the mobilization decision of reserve servicemen by the Chairman of the District-level People's Committee to commune-level People's Committees and relevant agencies and organizations.
District-level military agencies announce the mobilization decision of reserve technical equipment by the Chairman of the Provincial People's Committee, the order to call reserve officers to enlist from higher authorities, and the announcement of the order to call professional soldiers, non-commissioned officers, and reserve soldiers to enlist by the Chiefs of District-level Military Commands to commune-level People's Committees and relevant agencies and organizations;
+ Commune-level People's Committees, district-level People's Committees without commune-level administrative units, and relevant agencies and organizations are responsible for forwarding the enlistment order from higher authorities to each reserve serviceman and the mobilization decision of reserve technical equipment by the Chairman of the Provincial People's Committee to each owner of reserve technical equipment;
+ Local military agencies and the standing units of the People’s Army are responsible for notifying each other about the reception and handover of military reserve force.
- The time limit for completing the announcement of the mobilization decision and order for reserve servicemen and reserve technical equipment is determined in the mobilization plan for military reserve force.
- The Minister of National Defense (Hanoi, Vietnam) stipulates the procedures for announcing decisions and orders for mobilizing military reserve force.
