According to Article 13 of Circular 67/2013/TT-BGTVT, the responsibilities of Inspectors are specified as follows:

- Do not take advantage of your position and inspection powers to cover up the subject of the inspection and related people.

- Refuse to participate in the inspection team or conduct an independent inspection in the case of one's wife (or husband), children, father, mother, siblings, or the wife's (or husband's) that are subject to inspection or hold a leadership or management position in an agency or organization that is subject to inspection.

- Perform tasks, exercise powers, and exercise authority in inspection activities; detect and force the termination of violations; stop vehicles; make records of administrative violations; and decide to sanction administrative violations.

- Do not abuse power while performing duties.

- Wear appropriate uniforms, badges, and signs while performing official duties.

- Perform other responsibilities according to the provisions of the law.

So, inspectors must refuse to join the inspection team and conduct independent inspections in the case of their spouse, children, father, mother, siblings, or their spouse's siblings that are subject to inspection or hold a leadership or management position in an agency or organization that is subject to inspection.

2. Individuals belonging to agencies performing specialized transportation inspection functions in Vietnam

- Chief Inspector, Deputy Chief Inspector of the Ministry, Head of Department, Deputy Head of Department under the Ministry Inspectorate;

- Chief Inspector, Deputy Chief Inspector of Vietnam Aviation Administration, Vietnam Maritime Administration;

- Heads and Deputy Heads of agencies assigned to perform specialized inspection functions specified in Clause 3, Article 3 of Circular 67/2013/TT-BGTVT;

- Head and deputy level: Department of Legal Affairs - Inspection; Legal - Inspection Department; Inspection - Safety Department; Inspection - Safety Team;

- Chief Inspector, Deputy Chief Inspector of the Department; Captain and Deputy Captain of the Department Inspectorate;

- Head of the inspection team;

- Member of the inspection team;

- Inspectors of all ranks, specialized inspection civil servants;

- Officials assigned to participate in inspection and examination activities and make records of administrative violations;

- Employees work under contract to serve in transportation industry inspection agencies.
