1. Are relatives of martyrs eligible for exemption or reduction of land use fees in Vietnam?

According to Article 103 of Decree 131/2021/ND-CP, subjects eligible for land use fee exemption and reduction are as follows:

- People who contributed to the revolution include:

+ People who participated in revolutionary activities before January 1, 1945;

+ Revolutionary activists from January 1, 1945 to the August uprising in 1945;

+ Vietnamese heroic mothers;

+ Hero of the People's Armed Forces;

+ Labor Hero during the resistance period;

+ War invalids, including class B war invalids recognized before December 31, 1993; policy beneficiaries such as war invalids;

+ Sick soldiers;

+ Resistance activists are infected with toxic chemicals;

+ People who participate in revolutionary activities, resistance wars, protect the Fatherland, or perform international duties are imprisoned or exiled by the enemy;

+ People who are active in the resistance war to liberate the nation, protect the Fatherland, and perform international duty;

+ People who contributed to helping the revolution.

- Relatives of martyrs include: biological father, biological mother, spouse, children (biological children, adopted children), and people who have contributed to raising martyrs.

Thus, according to the above regulations, relatives of martyrs are eligible for exemption or reduction of land use fees.

2. Land use fee exemption and reduction for people with meritorious services in Vietnam

2.1 Land use fee exemption for people with meritorious services

- Exemption from land use fees within the residential land allocation limit when the State allocates residential land, changes land use purpose to residential land, recognizes residential land use rights, and when purchasing State-owned housing
for the following subjects:

+ Revolutionary activists before January 1, 1945.

+ Hero of the People's Armed Forces, Hero of Labor during the resistance period.

+ Heroic Vietnamese mothers.

+ War invalids, including class B war invalids recognized before December 31, 1993,
Policy beneficiaries such as invalids, sick soldiers, and resistance activists are infected with toxic chemicals and have a body injury rate of 81% or more.

+ Relatives of martyrs are receiving monthly survivor benefits.

- Exemption from land use fees when buying rented houses (multi-storey multi-family houses) owned by the State according to Decree 61/CP of 1994 for revolutionary activists from January 1, 1945, to the August uprising, 1945.

2.2 Land use fee reduction for people with meritorious services

Reduce land use fees within the residential land allocation limit when the State allocates residential land, changes land use purpose to residential land, recognizes residential land use rights, and when purchasing State-owned housing
for the following subjects:

- 90% reduction in land use fees within the residential land allocation limit when the State allocates residential land, changes land use purpose to residential land, recognizes residential land use rights, and when purchasing State-owned housing for the following subjects:

+ Revolutionary activists from January 1, 1945, to the August uprising in 1945;

+ War invalids, including class B war invalids recognized before December 31, 1993,
Policy beneficiaries such as war invalids, sick soldiers, and resistance activists who are infected with toxic chemicals have a body injury rate of 61% to 80%.

- 80% reduction in land use fees within the residential land allocation limit when the State allocates residential land, changes land use purpose to residential land, recognizes residential land use rights, and when purchasing State-owned housing for the following subjects:

Wounded soldiers, including type B invalids recognized before December 31, 1993,
Policy beneficiaries such as war invalids, sick soldiers, and resistance activists who are infected with toxic chemicals have a body injury rate of 41% to 60%.

- 70% reduction in land use fees within the residential land allocation limit when the State allocates residential land, changes land use purpose to residential land, recognizes residential land use rights, and when purchasing State-owned housing for the following subjects:

+ War invalids, including class B war invalids recognized before December 31, 1993,
Policy beneficiaries such as war invalids, sick soldiers, and resistance activists who are infected with toxic chemicals have a body injury rate of 21% to 40%.

+ People who participate in revolutionary activities, resistance wars, protect the Fatherland, and perform international duties are imprisoned or exiled by the enemy.

+ The recipient or family member awarded the Medal "Father's Merit" or the Certificate "For Merit to the Country" before the August Revolution of 1945; awarded the Resistance Medal.

+ Relatives of martyrs.

- 65% reduction in land use fees within the residential land allocation limit when the State allocates residential land, changes land use purpose to residential land, recognizes residential land use rights, and when purchasing state-owned housing for:

+ People who are active in the resistance war to liberate the nation, protect the Fatherland, and perform international duty.

+ The recipient or family member is awarded the Resistance Medal.
