On October 30, 2024, the Minister of Culture, Sports and Tourism of Vietnam issued Decision 3222/QD-BVHTTDL approving the Scheme for the Development of Community Tourism in Vietnam.

The objectives of the Scheme for community tourism development are as follows:
* General Objectives
- Unify awareness, perspectives, and essentially position the community tourism brand in Vietnam, linking the development of community tourism with the construction of new rural areas, improving the living standards of the people; promote the movement of rural economic development, contributing to poverty alleviation; support access to resources and public services for rural areas, especially areas of ethnic minorities and mountainous regions, with a priority on ethnic minorities with very small populations.
- Develop community tourism products and services associated with the development of cultural industries; link with real experiences at craft villages and the traditional cultural values of ethnic groups; form the characteristics of each locality and region; establish coordination mechanisms to strengthen promotion, trade promotion, and enhance the export of cultural industry products and services; gradually build and develop the Vietnamese community tourism brand to participate deeply in the global chain of cultural products and services.
- Community tourism becomes a complete, dominant product in the tourism product system of Vietnam.
- Enhance the quality of community tourism services, move towards sustainable tourism development; preserve, diversify occupations for local communities, improve livelihoods for the people, especially in regions with a high population of ethnic minorities in mountainous areas, border areas, coastal and island regions.
* Specific Objectives
- By 2025:
+ At recognized community tourism sites in Vietnam, fundamentally the good traditional cultural values and identities of ethnic groups are preserved and promoted; 20% of community tourism sites have community activity houses; 20% have traditional culture teams and clubs operating regularly and with quality.
+ At least 30% of tourism service providers in the community-based sector are trained in tourism management skills; 20% of community tourism workers are trained and their skills enhanced for tourist services, with at least 10% being female workers; each community tourism site has at least one person capable of communicating in a foreign language.
+ Organize 40 training and professional development classes related to community tourism, skills for welcoming and serving tourists; skills in explaining and introducing tourism products and sites; skills in cultural diplomacy and civilized tourism practices; teach intangible cultural heritage, collect, restore, preserve, and promote traditional crafts, preserve intangible cultural heritage, and maintain festivals at community tourism sites; build and support investment in at least 10 exemplary community tourism destinations in ethnic minority and mountainous regions to foster community tourism development.
+ Strive for each new rural district with tourism potential to build at least one community tourism chain model linked with new rural construction; at least 10% of traditional craft villages in each new rural district have OCOP[2] products linked with community tourism development.
+ Aim for 20% of community tourism sites recognized by national standards on community tourism in Vietnam to be introduced and promoted; 10% of community tourism sites have information technology applications in tourism activities; towards the goal of building a database and standardizing digital maps of community tourism sites nationwide.
+ Study regulations concerning the establishment of efficient community tourism management organizations at community tourism sites.
+ Research and build policy framework benchmarks for supporting community tourism development as a basis for local application according to local resources.
+ Research and support pilot investments in one or more community tourism models in localities with tourism advantages, making these pilot models of Craft Villages in community tourism.
+ Gradually build a database and digital map of recognized community tourism sites nationwide.
- By 2030:
Ensure the comprehensive development of community tourism products in major tourism centers, where there is a high concentration of tourists.
