Regarding this issue, LawNet would like to answer as follows:

On November 14, 2023, the Prime Minister issued Decision 1343/QD-TTg approving the National Civil Defense Strategy until 2030 and the following years.

1. Viewpoint of the National Civil Defense Strategy to 2030 and the following years

- National civil defense strategy to concretize the contents of Resolution 22-NQ/TW dated August 30, 2022 of the Politburo on civil defense until 2030 and the following years; in accordance with the Plan to implement the Law on Civil Defense in 2023 and the National Master Plan for the period 2021–2030, with a vision to 2050 approved by the National Assembly in Resolution 81/2023/QH15; placed in the overall strategy for socio-economic development and national defense and closely combined with related specialized strategies.

- Civil defense is an important and regular task of the entire Party, the entire people, the entire army, and the entire political system. Civil defense is under the direct and comprehensive leadership and direction of the Party, the unified management of the State, the direct leadership of party committees at all levels, and the administration of governments at all levels. Heads of ministries, central branches, and localities are responsible for organizing and implementing civil defense at their level.

- Civil defense must be proactive and prepare early, from afar, before wars, incidents, natural disasters, epidemics, and disasters occur; Close coordination between all levels, branches, forces, and the entire population for proactive prevention, timely response, and urgent and effective remediation; Implement well the motto "four on the spot" combined with aid and support from the Central Government, other localities, and the international community.

- Civil defense activities must rely on the people; the people are the root. The core forces are: militia and self-defense; civil defense; commune, ward, and town police; specialized or part-time forces of the People's Army, People's Police and central and local ministries and branches. A large force with the participation of the entire population.

- Strengthen international cooperation in the field of civil defense on the principle of ensuring the highest national and ethnic interests, respecting independence, sovereignty, territorial integrity, and political institutions; and complying with international treaties to which Vietnam is a member.

- Preparation and response to the risk of war disasters are important, regular, and long-term; The work of preventing, responding to, and overcoming the consequences of incidents, natural disasters, epidemics, and catastrophes is regular and urgent, in which responding to and overcoming the consequences of natural disasters is the focus.

2. Objectives of the National Civil Defense Strategy to 2030 and the following years

* Overall objectives

Raise awareness, responsibility, and capacity of agencies and organizations in the political system and the entire population to prevent, respond to, and overcome the consequences of war, incidents, natural disasters, epidemics, and disasters; effectively use all resources; and synchronously deploy solutions to minimize damage to people and property of the State and People, making an important contribution to stabilizing life, socio-economic development, and ensuring national defense and security.

* Detail objectives

- By 2025

+ Focus on raising awareness, unifying action, capacity, and skills to respond to and overcome the consequences of war, incidents, natural disasters, epidemics, and disasters for agencies and organizations in the political system and the entire population.

+ Complete documents guiding the implementation of the Law on Civil Defense and mechanisms and policies on civil defense, especially in the fields of natural disaster prevention and control and dangerous infectious disease prevention and control.

+ Consolidate the civil defense organization system from central to local levels and agencies and units, ensuring unity, synchronization, streamlining, compactness, and efficiency; and build a mechanism to operate civil defense activities corresponding to specific conditions and situations.

+ Organize the review of planning and complete civil defense plans and plans from central to local levels in accordance with the characteristics of regions, areas, and fields and ensure feasibility.

+ Complete essential works in the plan to build a system of civil defense works in high-risk natural disaster areas.

- By 2030 and the following years

+ Continue to raise awareness and skills to prevent, respond to, and overcome the consequences of war, incidents, natural disasters, epidemics, and disasters for the community; Strengthen training and coaching for specialized and part-time forces performing civil defense tasks at all levels.

+ Organize and implement key programs, schemes, and projects on national civil defense, ensuring adaptation to climate change, minimizing damage caused by incidents, natural disasters, epidemics, and disasters, and improving capacity to prevent war disasters.

+ Develop and complete plans for exploiting and using underground works, civil works, and civil defense works, combining defense zones, and performing civil defense tasks. Complete the construction of a system of civil defense works in high-risk natural disaster areas; Complete the registration and statistics of the dual-use construction system serving socio-economic development, ready to requisition for civil defense tasks when the situation arises.

+ Continue to invest in improving equipment for specialized forces capable of meeting requirements and tasks, combined with capacity building for on-site forces, ensuring good implementation of the motto "four on-the-spot" ”.

+ Develop, complete, and put into practice a set of criteria on capacity to prevent war disasters for large and key socio-economic development projects and programs.
