On October 9, 2025, the Prime Minister of the Government of Vietnam issued Decision 1132/QD-TTg approving the Digital Infrastructure Strategy until 2025 and orientation towards 2030.

Approval of the Digital Infrastructure Strategy until 2025 and orientation towards 2030 in Vietnam

The key tasks of the Digital Infrastructure Strategy to 2025 and orientation to 2030  in Vietnam are as follows:

(1) Telecommunications and Internet Infrastructure in Vietnam

- Universalize high-speed, low-latency connectivity to households, agencies, businesses, and organizations, including: fiber optic cable; new generation wifi; etc.

- Strengthen investment in developing international transmission systems (undersea cable, landline, satellite), large-capacity domestic transmission, ensuring diverse, safe, and sustainable backup needs and connections.

- Telecommunications enterprises invest and share international fiber optic cable routes, ensuring efficient capacity utilization and saving investment capital. Simultaneously, research and invest in at least 02 undersea fiber optic cable routes owned by Vietnam. Develop a plan to quickly deploy a new undersea fiber optic cable route (complete in less than 02 years) to anticipate any sudden spike in demand.

- Domestic transmission system: Utilize existing infrastructure, continue to build and expand high-speed broadband fiber optic networks to villages across the country, ensuring readiness for broadband fiber optic connection to households in need. Research and supplement fiber optic routes along highways and other transportation routes to meet the domestic transmission capacity needs and serve as backup.

- Focus on expanding 5G mobile network coverage and service quality in key areas: public administrative areas; historical-cultural sites, landmarks, major tourist attractions; medical facilities; colleges and universities; transportation hubs; road, rail, and water transport systems; commercial centers; complex residential areas; densely populated areas; commercial buildings, hotels; commune-level towns and key rural areas.

- Develop the 5G mobile network and subsequent generations. Prepare necessary conditions for early deployment of new technologies in digital infrastructure development such as the 6G mobile network, Open RAN, open data model, etc.

- Ready frequencies for deploying next-generation technology (6G mobile technology; new generation wifi; satellite, etc.).

- Implement the use of the new generation Internet protocol addresses (IPv6) for the entire Internet network in Vietnam.

(2) Data Infrastructure in Vietnam (data centers, cloud computing)

- Develop and attract investment in data infrastructure development, including: data centers, cloud computing infrastructure meeting international standards, safe, sustainable, according to green standards.

- Attract domestic and international investment to deploy hyperscale data centers; data centers supporting AI applications; edge data centers.

- Develop national data centers, multi-purpose national-level data centers, regional multi-purpose data centers.

(3) Physical-Digital Infrastructure in Vietnam

- Implement the integration of sensors and apply digital technology to essential infrastructure like transport, energy, electricity, water, urban areas to transform into an important component of digital infrastructure.

- Develop physical-digital infrastructure ensuring widespread operation, increasing labor productivity, optimizing resource usage, and increasing flexibility in deploying systems reducing deployment time, and enhancing efficiency.

- Build and promote interaction and communication capabilities between IoT devices, networks through middleware.

- Utilize 4G, 5G mobile network infrastructure for IoT solutions, leverage cloud computing power, integrate advanced technologies like artificial intelligence (AI) to develop industries.

- Promote the development of physical-digital infrastructure in sectors with significant impact like smart transportation, smart healthcare, smart education, smart factories, smart agriculture, smart tourism, etc., to enhance the competitiveness of the economy.

- Develop Digital Twins to simulate and monitor the activities of objects in the real world through data and information collected from sensors, IoT devices, and other data sources, increasing transparency, innovation, and improving the effectiveness of care in sectors like healthcare, education, public services, industrial manufacturing, transportation, energy, logistics, construction, etc.

(4) Digital Utility Infrastructure and Digital Technology as a Service in Vietnam

- Develop digital utility infrastructure and digital technology as a service, focusing on platforms: digital identification; digital authentication; digital payment, e-invoicing; data integration, sharing; digital document verification; digital signature and digital signature authentication.

- Digital utilities are designed to provide the soft infrastructure for citizens and businesses to perform core digital transaction functions—starting with digital identity, digital payment, e-invoicing, digital document verification, and data exchange. New digital utilities and platforms offering digital technology as services will be developed to meet the demands of the digital economy, digital society.

- Develop platforms offering digital technology as services that use less data, require less computing power, and consume less energy, providing AI technology, blockchain, IoT as services.

- Use AI technology services, blockchain, IoT to smarten and automate economic and social activities.
