Applications for recognition of higher education institutions meeting national standards according to Article 5 of Circular 24/2015/TT-BGDDT are as follows:
- An application for registration for recognition of national standards includes:
+ A statement of the higher education institution requesting recognition of national standards, clearly stating the request for recognition of national standards according to the national standards for research-oriented, application-oriented, or practice-oriented higher education institutions;
+ Documents proving the mission and goals in accordance with the proposals in the Proposal; organizational structure and documents issued by higher education institutions according to the provisions of the Law on Higher Education, the University Charter and relevant legal provisions;
+ Report on the results of the self-assessment of the standards of the higher education institution approved by the School Council or Board of Directors.
- Documents should be made in 2 sets and sent directly or by post to the Ministry of Education and Training.
Regulations on recognition of higher education institutions meeting national standards according to Article 6 of Circular 24/2015/TT-BGDDT are as follows:
- Within 10 working days from the date of receiving complete documents from the higher education institution, as prescribed in Article 5 of Circular 24/2015/TT-BGDDT, the Ministry of Education and Training sends an official dispatch with a set of training institution documents to the National Higher Education Institution Assessment Organization to implement assessment and reality checks at higher education institutions.
- Within 60 working days from the date of receipt of the appointment letter from the Ministry of Education and Training, the higher education institution evaluation organization meets the national standards, conducts actual assessment and inspection at the higher education institution, and sends the evaluation results to the Ministry of Education and Training.
- Based on the dossiers and evaluation results of the National Higher Education Institution Evaluation Organization, within 10 working days or, in special cases, no more than 20 working days, the Minister of Education and Training will:
+ Issueing a decision to recognize and grant a certificate of national standards to higher education institutions if they meet at least 90% of the total criteria of the standards specified in Article 3 of Circular 24/2015/TT-BGDDT, in which no standard meets less than 80% of the total criteria of that standard;
+ There is an official dispatch to respond to the higher education institution in case it does not meet the regulations in Point a, Clause 3, Article 6 of Circular 24/2015/TT-BGDDT.
3. Process for evaluating higher education institutions to meet national standards in Vietnam
The process for evaluating higher education institutions to meet national standards according to Article 4 of Circular 24/2015/TT-BGDDT is as follows:
- Higher education institutions prepare self-assessment reports based on the standards specified in Article 3 of Circular 24/2015/TT-BGDDT and send the application for recognition of national standards to the Ministry of Education and Training.
- The Ministry of Education and Training appoints an educational quality accreditation organization with reputation and experience in accreditation (hereinafter referred to as the national higher education institution assessment organization) to carry out the assessment , actual inspection at higher education institutions according to the standards specified in Article 3 of Circular 24/2015/TT-BGDDT.
- Organizing the assessment of higher education institutions up to national standards, conducting the actual assessment at the institution according to the standards specified in Article 3 of Circular 24/2015/TT-BGDDT, and reporting the assessment results to the Ministry of Education and Training.
- Based on the training institution's application for recognition of the national standard and the assessment results of the organization that assesses the higher education institution meeting the national standard, the Ministry of Education and Training will consider recognizing higher education institutions that meet national standards.
