Application and procedures for issuing certificate of civil service digital signatures in Vietnam (Internet image)
The dossier, sequence, and procedures for issuing certificate of civil service digital signatures in Vietnam according to Article 11 of Decree 68/2024/ND-CP are as follows:
* Request for issuance of a certificate of civil service digital signature
- certificate of civil service digital signatures for individuals
The directly managing agency or organization shall submit a written request for the issuance of a certificate of civil service digital signature according to Form 01 in the Appendix attached to Decree 68/2024/ND-CP to the organization providing the government-specific digital signature certification service.
- certificate of civil service digital signatures for agencies or organizations
The directly managing agency or organization shall submit a written request for the issuance of a new certificate of civil service digital signature according to Form 02 in the Appendix attached to Decree 68/2024/ND-CP to the organization providing the government-specific digital signature certification service.
- certificate of civil service digital signatures for devices, services, software
The directly managing agency or organization shall submit a written request for the issuance of a new certificate of civil service digital signature according to Form 03 in the Appendix attached to Decree 68/2024/ND-CP to the organization providing the government-specific digital signature certification service.
* Within 3 working days from the date of receipt of a valid dossier, the organization providing the government-specific digital signature certification service is responsible for verifying the dossier, organizing key pair generation, creating the certificate of civil service digital signature, and ensuring the secure storage device for the subscriber's secret key.
Notify the time and place for receiving the secret key storage device to the directly managing agency or organization; or send account information to the subscriber in case of implementing a centralized digital signature solution.
In case of refusal to issue a certificate of civil service digital signature, the organization providing the government-specific digital signature certification service must notify in writing, stating the reasons, to the directly managing agency or organization.
- The directly managing agency or organization is responsible for receiving the secret key storage device from the organization providing the government-specific digital signature certification service; immediately after transferring the secret key storage device to the subscriber, send a notification according to Form 07 in the Appendix attached to Decree 68/2024/ND-CP to the organization providing the government-specific digital signature certification service for management purposes.
The conditions for issuing a new certificate of civil service digital signature according to Article 10 of Decree 68/2024/ND-CP are as follows:
- Conditions for issuing a new certificate of civil service digital signature for individuals
+ Must be an individual of the agencies, organizations stipulated in Article 2 of Decree 68/2024/ND-CP and have a need for electronic transactions;
+ Have a written request from the directly managing agency or organization.
- Conditions for issuing a new certificate of civil service digital signature for agencies or organizations
+ Must be an agency or organization with legal status as stipulated in Article 2 of Decree 68/2024/ND-CP;
+ Have a decision for the establishment of the agency or organization or confirmation by the head of the higher-level agency or organization;
+ Have a written request from the directly managing agency or organization.
- Conditions for issuing a new certificate of civil service digital signature for devices, services, software
+ Devices, services, software must belong to the ownership, management of the agency, organization with legal status as stipulated in Article 2 of Decree 68/2024/ND-CP;
+ Have a written request from the directly managing agency or organization.
The cases for changing the information content of certificate of civil service digital signatures according to Article 15 of Decree 68/2024/ND-CP are as follows:
- For certificate of civil service digital signatures held by individuals
+ Changes in agencies, organizations where the information does not match with the information in the certificate of civil service digital signature;
+ Changes in information related to the official email address.
- For certificate of civil service digital signatures held by agencies or organizations
The agency or organization changes its name or operational address, which causes the information to not match the information in the certificate of civil service digital signature.
- For certificate of civil service digital signatures related to devices, services, software
Devices, services, software change name or are upgraded in version or additional features are added, causing the information to not match with the information in the certificate of civil service digital signature.
