* Annual review process of poor and near-poor households

(1) Make a list of households that need to be reviewed

The Commune Review Steering Committee shall assume the prime responsibility for, and coordinate with villages, residential groups, sub-villages, hamlets (abbreviated as villages) and the reviewer shall make a list of households to be reviewed, including:

- Households on the list of poor households and near-poor households managed by the commune-level People's Committees at the time of review;

- Households having a written request for review of poor and near-poor households using Form No. 01 in the Appendix issued with Decision No. 24/2021/QĐ-TTg of the Prime Minister of Vietnam.

(2) Organize the review and classification of households

The Commune Review Steering Committee shall assume the prime responsibility for, and coordinate with village heads and reviewers in, collecting household information, scoring, summarizing and classifying households.

(3) Hold a meeting with citizens to agree on the review results

- The meeting include: the Commune Review Steering Committee, officials assigned the task of poverty reduction at the commune level, village head (presiding over the meeting), Secretary of the Village Party Committee, Union, reviewers and some representatives of the reviewed households and other households; invite representatives of the Vietnam Fatherland Front at commune level to supervise.

- Contents of the meeting: Collecting opinions of at least 50% of the total number of participants in the meeting on the results of the assessment and scoring for the households through the review (mainly focus on poor households, newly arising near-poor households and households escaping from poverty, households escaping from near-poverty). If the consensus is less than 50%, the review will be carried out according to regulations of Clause 2, Points a and b Clause 3 Article 4 of the Decision No. 24/2021/QĐ-TTg of the Prime Minister of Vietnam.

- The meeting results are made in 02 minutes, signed by the chairperson, the meeting secretary and representatives of the households (01 copy is kept in the village, 01 copy is sent to the Commune Review Steering Committee).

(4) Listing, public announcement

- Publicly post up the results of the review of poor households and near-poor households at cultural houses or village community houses and headquarters of the commune-level People's Committees; notify via commune-level radio station (if any) within 03 working days.

- During the time of posting and public announcement, in case of complaints from people, the Commune Review Steering Committee shall organize a review of the review results in accordance with the review process within 07 working days from the date of receipt of the complaint; publicly post the inspection results at the cultural house or village community house and the headquarters of the commune-level People's Committee within 3 working days.

- At the end of the time limit for public posting and review (if any), the Commune Review Steering Committee shall summarize and report to the Chairman of the Commune People's Committee on the list of poor, near-poor households and the list of households escaping from poverty and households escaping from near poverty (after review).

(5) Report and seek opinions of the Chairperson of district-level People's Committee

- The Chairperson of the commune-level People's Committee shall report in writing and send to the Chairperson of the district-level People's Committee on the results of the review of poor and near-poor households in the locality.

- Within 05 working days from the date of receiving the report of the Chairperson of the commune-level People's Committee, the Chairperson of the district-level People's Committee shall reply in writing.

(6) Recognition of poor households, near-poor households, households escaping from poverty and households escaping near poverty

- Chairpersons of commune-level People's Committees shall receive opinions of Chairpersons of district-level People's Committees, decide to recognize the list of poor, near-poor households and the list of households escaping from poverty and households escaping from near poverty using Form No. 03 in the Appendix issued with Decision No. 24/2021/QĐ-TTg of the Prime Minister of Vietnam.

* Regularly annual review process of poor and near-poor households

- Households having a written request for review of poor or near-poor households or a written request for recognition of households escaping from poverty or households escaping from near poverty according to Form No. 04 in the Appendix issued with Decision No. 24/2021/QĐ-TTg of the Prime Minister of Vietnam shall submit it directly or by post to the Chairman of the commune-level People's Committee.

- Chairpersons of commune-level People's Committees shall direct the Commune-level Review Steering Committee to regularly review poor and near-poor households according to the process specified in Clauses 2, 3 and 4, Article 4 of Decision No. 24/2021/QĐ-TTg: decide to recognize poor households, near-poor households or households escaping from poverty, households escaping from near-poverty; issue the Certificate of poor household or near-poor household within 15 days from the date of commencement of the review in accordance with Point b Clause 1 Article 3 of the Decision No. 24/2021/QĐ-TTg of the Prime Minister of Vietnam.

In case of ineligibility as prescribed, the Chairperson of the commune-level People's Committee shall reply in writing and clearly state the reason.
