Regarding this issue, LawNet would like to answer as follows:

1. Annual quality ranking criteria framework for collectives and individuals in the political system in Vietnam

According to Article 10 of Regulation 124-QĐ/TW of 2023, the annual quality ranking criteria framework for collectives and individuals in the political system is as follows:

1.1 For the collective

- Criteria for collective building include:

+ Party building and rectification work, building the political system; consolidating and building the party organization, and improving the quality of cadres and party members.

+ Leadership capacity of party committees; leadership of the government, the Fatherland Front, and socio-political organizations; working relationships.

+ Inspection, testing, supervision, and disciplinary work; prevent and combat corruption, waste, negativity, manifestations of deterioration in political ideology, ethics, lifestyle, "self-evolution", "self-transformation".

+ The implementation of principles of organization and operation, especially the principles of democratic centralism, self-criticism, and criticism; implement regulations, rules, regulations, and working regimes.

+ Coordination between party committees and leadership; building solidarity and unity internally.

+ Responsibilities of collective leadership and management in leading, directing, inspecting, and supervising the implementation of political tasks; personnel work; organizational structure building; downsizing; administrative reform; and building clean and strong agencies and units.

- Criteria for the performance of assigned tasks during the year include:

+ The concretization, construction, and implementation of annual programs and work plans.

+ Results of implementing goals, targets, and tasks set out according to Congress resolutions or work programs and plans assigned and approved by competent authorities on socio-economic development, security, defense, foreign affairs, and building the Party and political system (quantified by specific products).

+ Results of evaluating and ranking the quality of directly related groups and individuals; evaluation and ranking indicators for localities, organizations, agencies and units (if any).

- Results of overcoming limitations, weaknesses, and shortcomings that have been pointed out.

1.2 For individuals

- Political and ideological criteria; moral qualities and lifestyle; sense of organization and discipline; maintaining internal solidarity; complying with the organization's assignments; Implementing regulations on what party members cannot do; responsibilities, manners, ways, and working methods; the fight against corruption, waste, negativity, manifestations of deterioration in political ideology, ethics, lifestyle, "self-evolution", "self-transformation"; The level of implementation of the commitment to cultivate, practice, and strive every year.

- Criteria for performance of assigned responsibilities and tasks during the year (quantified by specific products); capacity; reputation; responsibility to set an example and be exemplary for yourself and those with family relationships; maintaining close and close relationships with the masses.

- Results of overcoming limitations, weaknesses, and shortcomings that have been pointed out.

1.3 For individuals who are leaders, managers, and officials of the Party Central Committee, Politburo, and Management Secretariat: Evaluated according to title criteria in the Politburo's Regulations and decentralization of cadre management.

2. Subjects of annual quality assessment and ranking for collectives and individuals in the political system in Vietnam

2.1 Collective

- Party organizations, agencies, and units:

+ Party committees at provincial, district, and equivalent levels; Party organization at the grassroots level.

+ Organizations, agencies, and units in the political system.

- Leadership and management team:

Subjects of review are specified in Clause 1, Article 5 (except subjects in Item a, Point 1.1, Clause 1, Article 5 of Regulation 124-QĐ/TW of 2023).

2.2 Personal

- Subjects of review are specified in Clause 2, Article 5 of Regulation 124-QĐ/TW 2023.

- Other subjects decided by competent organizations and agencies.
