Amendments to regulations on the Council for assessing the extent of doping violations in sports activities from April 15, 2023 in Vietnam (Internet image)
- Based on the results of the doping test, the Director of the Center for Doping and Sports Medicine decided to establish a Council to evaluate the level of doping violations.
- If doping violations are discovered during the tournament, the head of the organizing committee decides to form a council to assess the severity of the violations.
For doping violations discovered after the tournament had ended, the Director of the Center for Doping and Sports Medicine decided to establish a Doping Violation Assessment Committee.
- The Council to assess the level of doping violations has 05 or 07 members, including: Chairman of the Council, Vice Chairman of the Council, Secretary of the Council and members. Council members are medical experts, legal experts, representatives of the Vietnam Olympic Committee, Vietnam Paralympic Association, relevant national sports federations and associations.
(Currently, the Doping Violation Assessment Council has from 5 to 07 members)
- The Council to assess the extent of doping violations works on the principle of democracy, voting by majority, and in accordance with professional regulations of the World Anti-Doping Code.
- The Doping Violation Review Board terminates its operation and dissolves itself after completing its tasks.

The responsibilities of the Doping Violation Review Board include:
- Review and evaluate relevant evidence and information.
- The Doping Violation Assessment Committee must send the Doping Violation Assessment Dossier to the Sports Medicine and Doping Center or the Tournament Organizing Committee (in the case of doping detection during the tournament) within three working days of the meeting's conclusion. Records of assessments of doping violations include:
+ Evidence of violations;
+ Relevant information (if any);
+ An explanation of the athlete, the athlete management unit, and the national sports federation managing the athlete (if any);
+ Minutes of the meeting.

Violations of the World Anti-Doping Code include:
- There are prohibited substances, metabolites, or traces of prohibited substances in the athlete's specimen.
- Use of prohibited substances or prohibited methods.
- Evading, refusing, or failing to take samples without cause after notice.
- Violation of requirements regarding the presence of athletes for out-of-competition doping testing.
- Falsifying or interfering with any stage of doping testing.
- Possession of a prohibited substance or prohibited method.
- Trafficking in prohibited substances or prohibited methods.
- For athletes to drink, use prohibited substances or methods in or out of competition; to support, encourage, assist, command, cover, or engage in any other complicity in violation of anti-doping regulations.
- Complicity in one or more of the aforementioned acts.
- Athletes who have professional sports relationships with coaches, instructors, doctors, or anyone who is being disciplined for violating anti-doping regulations.
- Discrimination, including the punishment of those who report doping violations.

Circular 01/2023/TT-BVHTTDL takes effect from April 15, 2023.
