On November 23, 2023, the Minister of Culture, Sports, and Tourism issued Decision 3605/QD-BVHTTDL announcing amended and supplemented administrative procedures in the field of Performing Arts under the management function of the Ministry of Culture, Sports, and Tourism.

In particular, the procedures for licensing the import of cultural products, which are audio and video recordings of performing arts for non-commercial purposes under the authority of the Ministry of Culture, Sports, and Tourism, are amended as follows:

* Dossier to request a license to import cultural products are audio and video recordings of performing arts for non-commercial purposes under the jurisdiction of the Ministry of Culture, Sports, and Tourism:

- Document components:

+ Application for a license to import cultural products (form No. 01 symbol BM.NK, Appendix VII issued with Circular 13/2023/TT-BVHTTDL dated October 30, 2023 of the Minister of Culture, Sports, and Tourism amending and supplementing regulations related to citizenship documents in the field of performing arts within the scope of management functions of the Ministry of Culture, Sports, and Tourism.

+ Author's copyright certificate and authorization letter. (3) Copy of the bill of lading or receipt of goods (if any).

- Number of documents: 01 (set).

- How to submit an application:

Submit an application for a license to import cultural products by mail or directly to the headquarters of the Department of Performing Arts.

* Procedures for applying for licenses to import cultural products that are audio and video recordings of performing arts for non-commercial purposes under the jurisdiction of the Ministry of Culture, Sports, and Tourism:

- Individuals and organizations wishing to import cultural products in one of the following cases must submit an application for a license by mail or directly to the headquarters of the Department of Performing Arts (Ministry of Culture, Sports, and Tourism):

+ Cultural products are audio and video recordings of performing arts for exchange, cooperation, and aid; Participate in exhibitions, competitions, and festivals at the national level;

+ Cultural products are audio and video recordings of performing arts specified in Clause 1, Article 6 of Decree 32/2012/ND-CP dated April 12, 2012, to serve the professional or research work of central ministries and branches after seeking written opinions from relevant ministries and branches;

+ Cultural products are audio and video recordings of performing arts for use or other purposes nationwide or in many different localities.

- The Department of Performing Arts receives the application and is responsible for checking the validity of the application, writing a receipt, and setting a time to return the license.

- Within 02 working days from the date of receipt of complete and valid documents, the Department of Performing Arts issues the permit. In the event that it is necessary to seek opinions from relevant Ministries and branches, the licensing period may be extended by no more than 10 working days.

- Individuals and organizations receive licenses at the Department of Performing Arts or by mail.

- In case of not granting a license, there must be a document clearly stating the reason.

* Time limit for resolution:

- Processing time: 02 working days from receipt of complete and valid documents.

- In cases where opinions from other ministries and branches must be sought, the maximum time limit is 10 working days.
