Acts prohibited in veterinary activities in Vietnam

According to the draft Law on Veterinary Medicine, which has recently been published for feedback from various levels and sectors and expected to be passed by the National Assembly of Vietnam in its upcoming 9th session, the following actions will be strictly prohibited.

Concealing, failing to declare, or untimely declaring animals infected, suspected of being infected, or dead from dangerous infectious diseases. Incorrect declaration, list creation, or confirmation of the quantity, weight of diseased animals, dead animals, or disease-infected animal products that must be disposed of; falsely reporting the quantity, weight of materials, chemicals for disease prevention purposes in order to benefit from state support policies.

Not disclosing animal diseases in cases where disclosure is required by regulations. Not implementing or untimely implementing measures for animal disease prevention and control as prescribed. Not complying with disease prevention and control measures as required by competent authorities and organizations. Disposing of diseased or dead animals and their products, releasing wastewater and waste containing pathogens into the environment.

Transporting dead or diseased animals, their products, or waste containing pathogens of dangerous infectious diseases. Moving animals, sensitive animal products from areas with outbreaks without permission from the competent veterinary authority. Importing, temporary import for re-export, temporary export for re-import, transit through, or transshipment within the territory of Vietnam of animals, animal products from countries or territories with dangerous diseases affecting susceptible animal species. Importing animals, animal products, veterinary biological products, and pathological specimens without permission from the specialized veterinary management agency. Importing or exporting animals, animal products listed as prohibited import or export items.

Slaughtering animals infected with diseases listed as prohibited for slaughter. Slaughtering animals, processing, and preparing animal products for commercial purposes at establishments that do not meet veterinary hygiene and food safety requirements. Trading, processing, and preparing animal products that do not meet veterinary hygiene requirements. Producing, processing, and trading animal products containing prohibited substances used in livestock farming or veterinary medicine, or containing microorganisms, residues exceeding the permitted limits.

Immersing, treating with chemicals, adding water or other substances to animals, animal products for the purpose of fraudulent commercial activities. Using veterinary drugs as ingredients for disease prevention, treatment in animals. Producing, exporting, importing, trading, using counterfeit veterinary drugs, veterinary drugs with unknown origins, prohibited veterinary drugs, expired veterinary drugs, poor-quality veterinary drugs. Circulating veterinary drug labels that do not match the approved content by the specialized veterinary authority. Advertising veterinary drugs with incorrect registered features and functions.
