On October 3, 2023, the Ministry of Construction issued Decision 1038/QD-BCCDĐS on Action Plan to respond to the Ministry of Construction's National Digital Transformation Day.

1. Activities to respond to the Ministry of Construction's national digital transformation day in 2023 in Vietnam

Activities to respond to the Ministry of Construction's national digital transformation day include:

(1) Communication activities

(1.1) Continue to promote news posting activities, highlighting the "Digital transformation" section on the Ministry's electronic information portal; the Ministry of Construction's digital transformation page; Construction Newspaper; Construction Magazine; and the electronic information pages of affiliated units.

- Specific tasks: Continue to write, post news articles, and highlight the "Digital transformation" section on the Ministry of Construction's electronic information portal; Ministry of Construction's digital conversion page (at: http://chuyendoiso.xaydung.gov.vn); Construction Newspaper; Construction Magazine and electronic information pages of affiliated units; Write news articles to serve information and propaganda activities about the digital transformation program; Promote information and communication work about National Digital Transformation Day to officials, civil servants, and public employees working at the Ministry of Construction.

- Host unit: Information Center, Construction Newspaper, Construction Magazine.

- Coordinating unit: Units under the Ministry.

- Implementation time: Before October 10, 2023 (National Digital Conversion Day).

(1.2) Intuitive operation

- Specific tasks: hang hoardings and posters about Digital Transformation Day with the theme "Exploiting digital data to create value". Encourage units to create propaganda slogans suitable to the functions and tasks of each unit.

- The host institution:

+ The Information Center hangs hoardings and posters about Digital Transformation Day at the Ministry's headquarters.

+ Institutes, Academy of Construction and Urban Management Officers, and other public service units under the Ministry hang hoardings and posters about Digital Transformation Day at the headquarters of agencies and units.

- Implementation time: Before October 10, 2023.

(2) Other activities

(2.1) Guide and support people and businesses at the One-Stop Department of the Ministry of Construction

- Specific tasks: On October 10, 2023, appoint specialized information technology officers to directly guide people and businesses at the One-Stop Department of the Ministry of Construction to implement online public services. .

- Leading unit: Information Center.

- Coordinating unit: Ministry Office (Single-widow department) and units participating in resolving administrative procedures under the authority of the Ministry of Construction.

(2.2) Digitizing the results of administrative procedures of the Ministry

- Specific tasks: Continue to digitize records and results of administrative procedures of the Ministry of Construction to connect and share data with the national population database to serve administrative procedures.

- Presiding unit: Ministry Office (Single-widow department) and units participating in resolving administrative procedures under the Ministry.

- Coordinating unit: Information Center.

- Implementation time: Perform regularly

(2.3) Continue to monitor and evaluate information safety and security for the Ministry's information technology infrastructure

- Specific tasks: review, evaluate, and deploy solutions to ensure safety and information security for the information technology infrastructure of the Ministry that meets the requirements of connecting and sharing data with information systems and national databases serving the digital transformation of the Ministry of Construction.

- Leading unit: Information Center.

- Coordinating unit: Units under the Ministry.

- Implementation time: Perform regularly and continuously.

(2.4) Organize conferences and seminars on digital transformation with the theme National Digital Data Year 2023.

- Specific tasks: Organize conferences and seminars on Digital Transformation in the Construction industry with the theme: "Digital data development in the Construction industry" to share experiences; Raise awareness of the importance and benefits of digital data in digital transformation activities for leaders, civil servants, and public employees working in the construction industry.

- Leading unit: Information Center.

- Coordinating unit: Units under the Ministry.

- Implementation time: October 2023.

(2.5) Disseminate and raise awareness about digital transformation

- Specific tasks:

+ Introducing online learning platforms on Digital Transformation by the Ministry of Information and Communications; The Ministry of Public Security has deployed, provided and organized training at: https://onetouch.mic.gov.vn, https://daotao.ai.

+ Continue to send officials, civil servants, and public employees working at the Ministry of Construction to attend training and practice classes according to the plan of the Ministry of Information and Communications; Ministry of Public Security according to Decision 146/QD-TTg dated January 28, 2022, of the Prime Minister on Approving the Project "Raising awareness, universalizing skills, and developing national digital transformation human resources until 2025, with a vision to 2030".

- Coordinating unit: Units under the Ministry.

- Implementation time: October 2023.

(2.6) Urging to update and exploit databases under the management of the Ministry of Construction

+ Implementation time: Regularly.

- Database on construction norms, construction prices and construction price index at https://cuckintexd.gov.vn

(2.7) Deploying the construction of the Open Data Portal of the Ministry of Construction

2. Purpose of the Plan to respond to the Ministry of Construction's national digital transformation day in 2023 in Vietnam

- Effectively implement Decision 505/QD-TTg dated April 22, 2022 of the Prime Minister on National Digital Transformation Day; Decision 1092/QD-BTTTT dated June 16, 2022 of the Ministry of Information and Communications on approving the Implementation Plan of Decision 505/QD-TTg dated April 22, 2022 of the Prime Minister on National Digital Transformation Day; Decision 504/QD-BCĐCĐS dated May 19, 2023 of the Head of the Digital Transformation Steering Committee of the Ministry of Construction on Promulgating the Operation Plan of the Digital Transformation Steering Committee of the Ministry of Construction in 2023.

- Determine specific tasks and responsibilities of units under the Ministry in implementing assigned tasks.
