Below are the regulations regarding the activities of the People's Inspection Board in communes, wards, and commune-level towns in Vietnam.

1. Activities of the People's Inspection Board in communes, wards, commune-level towns in Vietnam

The activities of the People's Inspection Board at the commune, ward, commune-level town according to Article 14 Decree 59/2023/ND-CP are as follows:

- Developing orientations, content, and activity plans

+ The People's Inspection Board at the commune, ward, commune-level town develops an activity plan to carry out the duties and powers prescribed in Article 38 of the Law on Implementing Democracy at the Grassroots Level 2022 quarterly, semi-annually, annually, and throughout the term.

The plan includes fundamental contents: purpose, requirements, content, time, budget, organization, and other conditions ensuring the implementation of the Activity Plan.

The activity plan may be adjusted and supplemented to suit the requirements and actual situations or when unexpected issues arise.

+ Based on the Activity Plan, the People's Inspection Board at the commune, ward, commune-level town develops a specific inspection and monitoring plan to send to the Vietnam Fatherland Front Committee, the Chairman of the commune-level People's Committee, and other subjects under inspection and supervision (if any) no later than 5 working days before the inspection and monitoring activity.

- Mode of operation

+ Receiving information, feedback, and recommendations directly or through suggestion boxes from organizations and individuals related to the scope of inspection and monitoring of the People's Inspection Board at the commune, ward, commune-level town.

+ Working with relevant organizations and individuals to collect information and documents, analyze, compare, aggregate information, and evaluate and clarify the content of feedback and recommendations.

+ Informing the inspection, supervision, and verification results to the agencies, organizations, and individuals providing feedback and recommendations in writing. In cases where violations of the law are detected, it recommends that competent agencies and organizations consider and handle the matter according to legal regulations.

- Reporting regime

The People's Inspection Board at the commune, ward, commune-level town reports to the commune-level Vietnam Fatherland Front Committee on the results of task implementation quarterly, semi-annually, annually, per term, and unexpectedly when required or arising.

2. Regulations on the organization of the People's Inspection Board at the commune, ward, commune-level town in Vietnam

According to Article 13 Decree 59/2023/ND-CP regarding the organization of the People's Inspection Board at the commune, ward, commune-level town in Vietnam:

- Members of the People's Inspection Board at the commune, ward, commune-level town are elected at the community meeting.

Based on the proposal of the Front Work Board at the village, residential group, the commune-level Vietnam Fatherland Front Committee considers relieving members of the People's Inspection Board at the commune, ward, commune-level town; guides the election and supplementation of members of the People's Inspection Board at the commune, ward, commune-level town.

The organization of community meetings to elect, relieve, and additionally elect members of the People's Inspection Board at the commune, ward, commune-level town is implemented according to regulations in Article 3 Decree 59/2023/ND-CP.

- The number of members of the People's Inspection Board at the commune, ward, commune-level town is determined based on the corresponding number of villages and residential groups within the commune-level area, but not less than 5 members. The commune-level Vietnam Fatherland Front Committee decides the specific number of members of the People's Inspection Board at the commune, ward, commune-level town, ensuring that each village, residential group has a representative member of the People's Inspection Board at the commune, ward, commune-level town.

For commune, ward, commune-level town with fewer than 5 villages, residential groups, a maximum of 5 members can be elected to the People's Inspection Board.

- The People's Inspection Board at the commune, ward, commune-level town has a Head, Deputy Heads, and Members.

The number of Deputy Heads is decided by the commune-level Vietnam Fatherland Front Committee based on the number of members of the People's Inspection Board at the commune, ward, commune-level town but not exceeding 2 persons.
