Regarding this matter, LawNet would like to answer as follows:

On April 4, 2024, the Prime Minister issued Decision 278/QD-TTg on the plan for implementing the Law on Telecommunications 2023 (referred to as the Law)

Activities for legal propaganda, popularization, and education on the Law on Telecommunications 2023

According to Decision 278/QD-TTg of 2024, to timely implement the Law on Telecommunications 2023 in a synchronized, unified, and effective manner, the Prime Minister issued a Plan for the Implementation of the Law on Telecommunications 2023 with the content of legal propaganda, popularization, and education on the Law on Telecommunications 2023 as follows:

- Activities:

+ Posting and updating the full text of the Law and documents detailing the Law on the Government's Portal/Electronic Information Page, the national database on legislative documents, and other appropriate forms for easy access, exploitation, and use by officials, public employees, employees, and the public.

+ Implementing appropriate forms of legal dissemination; compiling, publishing, and widely distributing popular materials and coordinating with the Ministry of Justice (Legal Popularization and Education Department) to update the information on the National Portal for Legal Popularization and Education at http://pbgdpl.gov.vn.

+ Organizing propaganda, dissemination, and legal education on telecommunications through specific forms; coordinating with media agencies to organize sections, programs, news, popularization articles, and other forms as regulated by the law on legal popularization and education suitable for specific target groups.

- Implementing agencies: Ministry of Information and Communications, Ministry of Justice, Voice of Vietnam, Vietnam Television, Vietnam News Agency, and other press, radio, and television agencies.

- Coordinating agencies: ministries, government bodies, agencies under the Government, People's Committees of provinces, centrally-run cities, and relevant organizations and agencies.

- Implementation period: 2024 and subsequent years.

Activities for drafting legislative documents detailing and implementing the Law on Telecommunications 2023

According to Decision 278/QD-TTg issued in 2024 on drafting legislative documents and implementing the Law on Telecommunications 2023:

- Decree detailing certain articles and measures for the implementation of the Law on Telecommunications 2023.

+ Leading agency: Ministry of Information and Communications.

+ Coordinating agencies: Government Office, Ministry of Justice, ministries, government bodies, agencies under the Government, People's Committees of provinces, centrally-run cities, and relevant organizations and agencies.

+ Submission deadline: Before April 15, 2024.

- Decree detailing certain articles of the Law on Telecommunications 2023 regarding the management of telecommunications numbers, internet resources; compensation when the state recovers telecommunications numbers, internet resources; auctioning the right to use telecommunications numbers, Vietnamese national domain names ".vn".

+ Leading agency: Ministry of Information and Communications.

+ Coordinating agencies: Government Office, Ministry of Justice, ministries, government bodies, agencies under the Government, People's Committees of provinces, centrally-run cities, and relevant organizations and agencies.

+ Submission deadline: Before April 15, 2024.

- Decree detailing the Law on Telecommunications 2023 regarding public telecommunications activities.

+ Leading agency: Ministry of Information and Communications.

+ Coordinating agencies: Government Office, Ministry of Justice, ministries, government bodies, agencies under the Government, People's Committees of provinces, centrally-run cities, and relevant organizations and agencies.

+ Submission deadline: Before April 15, 2024.

- Circular of the Minister of Information and Communications detailing wholesale activities in telecommunications.

+ Leading agency: Ministry of Information and Communications.

+ Coordinating agencies: Relevant agencies.

+ Issuance and effective date: Before July 1, 2024.

- Circular of the Minister of Information and Communications detailing the mechanism, principles of price control, methods of pricing for the lease of cable networks in buildings, and prices for the lease of passive telecommunications infrastructure among telecommunications enterprises, organizations, and individuals owning telecommunications works.

+ Leading agency: Ministry of Information and Communications.

+ Coordinating agencies: Ministry of Construction, Ministry of Finance, and relevant agencies.

+ Issuance and effective date: Before July 1, 2024.

- Ministers, heads of government bodies reviewing the provisions of the Law, related legal regulations within their scope of duties and powers to issue legislative documents within their jurisdiction or submit documents to competent authorities for issuance of legislative documents to ensure the consistency and unity of legal regulations.
