Below are 24 targets of the National Action Program for children in Vietnam in the 2021 – 2030 period approved by the Prime Minister.

Content mentioned in Decision 23/QD-TTg of 2021 regarding the approval of the National Action Program for Children for the period 2021-2030 issued by the Prime Minister of the Government of Vietnam.

24 targets of the National Action Program for children in Vietnam in the 2021 – 2030 period for the Period 2021 – 2030

4 objectives with 24 indicators of the Program are set as follows:

Objective 1: On comprehensive child development, health care, and nutrition for children in Vietnam

- Indicator 1: The rate of communes, wards, commune-level towns meeting the child-friendly standards reaches 65% by 2025 and 75% by 2030.

- Indicator 2: The rate of children up to 8 years old accessing comprehensive development support services reaches 90% by 2025 and 95% by 2030.

- Indicator 3: Reduce infant mortality rate per 1,000 live births to below 9.5 by 2025 and below 9 by 2030; reduce the mortality rate of children under 1 year per 1,000 live births to 12.5 by 2025 and 10 by 2030; reduce the mortality rate of children under 5 years per 1,000 live births to below 18.5 by 2025 and below 15 by 2030.

- Indicator 4: Aim to reduce the rate of children under 5 years suffering from underweight malnutrition to below 9% by 2025 and below 6% by 2030; reduce stunting among children under 5 years to 17% by 2025 and below 15% by 2030; reduce obesity among children under 5 years to below 5% in rural areas and below 10% in urban areas by 2025 and 2030.

- Indicator 5: The rate of children under 1 year of age receiving full vaccination with 8 types of vaccines reaches 97% by 2025 and 98% by 2030; 98% of children under 5 years receive full vaccinations by 2030.

- Indicator 6: The rate of HIV transmission from mother to child is 2% by 2030.

- Indicator 7: Aim for 100% of educational institutions for children to have sanitation facilities by 2025 and maintain 100% by 2030.

Objective 2: On child protection in Vietnam

- Indicator 8: Reduce the rate of children in special circumstances over the total number of children to below 6.5% by 2025 and 6% by 2030; 90% of children in special circumstances receive care, nurturing, assistance by 2025, and 95% by 2030.

- Indicator 9: Reduce the rate of children being abused over the total number of children to below 4.5% by 2025 and below 4% by 2030.

- Indicator 10: Aim to reduce the rate of child labor and minors aged from 5 to 17 years to 4.9% by 2025 and to 4.5% by 2030.

- Indicator 11: Reduce the rate of children having accidents and injuries to 550/100,000 children by 2025 and 500/100,000 by 2030; reduce the mortality rate due to accidents and injuries to 16/100,000 children by 2025 and 15/100,000 by 2030.

- Indicator 12: Strive for 100% of children affected by natural disasters, calamities to receive timely rescue and assistance.

- Indicator 13: Gradually eliminate the situation of child marriage, maintaining a reduction of child marriage numbers by 2 to 3% annually from 2025 to 2030.

- Indicator 14: The rate of children under 5 years having birth registration reaches 98.5% by 2025, aiming for 100% by 2030.

Objective 3: On education, culture, play, and recreation for children in Vietnam

- Indicator 15: Strive for the rate of children under 5 years developing appropriately in health, learning, and social psychology to reach 99.1% by 2025 and 99.3% by 2030.

- Indicator 16: The rate of 5-year-old children going to preschool reaches 99.1% by 2025 and 99.3% by 2030.

- Indicator 17: The rate of children completing primary education reaches 97% by 2025 and 99% by 2030; aim to reduce the dropout rate in primary education to below 0.12% by 2025 and below 0.1% by 2030.

- Indicator 18: The rate of children completing secondary education reaches 88% by 2025 and 93% by 2030; aim to reduce the dropout rate at the secondary level to below 0.14% by 2025 and below 0.05% by 2030.

- Indicator 19: Strive for 95% of schools to have child psychological support services by 2025.

- Indicator 20: The rate of schools having infrastructure and materials suitable for students with disabilities reaches 55% by 2025 and 60% by 2030; the rate of children with disabilities needing education accessing specific, inclusive education, and suitable rehabilitation support reaches 80% by 2025 and 90% by 2030.

- Indicator 21: Strive for the rate of communes, wards, and commune-level towns having cultural and play spots for children to reach 40% by 2025 and 45% by 2030.

Objective 4: On children's participation in child-related issues in Vietnam

- Indicator 22: Strive for 30% of children aged 7 years and older to be consulted on child-related issues in appropriate forms by 2025 and 35% by 2030.

- Indicator 23: Strive for 85% of children to have increased awareness and capacity regarding children's rights to participate by 2025 and 90% by 2030.

- Indicator 24: The rate of children aged 11 years and older participating in models and activities promoting children's participation rights reaches 30% by 2025 and 35% by 2030.
