Regarding this issue, LawNet would like to answer as follows:

1. 11 public non-business units under the Ministry of Construction of Vietnam

According to Article 1 of Decision 996/QD-TTg 2023, public non-business units under the Ministry of Construction of Vietnam include:

- Institute of Construction Science and Technology.

- Institute of Building Materials.

- Institute of Construction Economics.

- National Institute of Urban and Rural Planning.

- National Institute of Architecture.

- Hanoi University of Architecture.

- Ho Chi Minh City University of Architecture.

- Central University of Civil Engineering.

- Western Civil Engineering University.

- Construction Publishing House.

- Specialized Construction Investment Project Management Board - Ministry of Construction.

2. Regulations on reorganization of public non-business units under the Ministry of Construction in Vietnam

Pursuant to Article 2 of Decision 996/QD-TTg 2023 on reorganization of public non-business units under the Ministry of Construction as follows:

- Transfer the status quo of the following public non-business units under the Ministry of Construction to the Ministry of Labor, War Invalids, and Social Affairs for management:

+ College of Construction No. 1;

+ Ho Chi Minh City Construction College;

+ College of Urban Construction;

+ Nam Dinh College of Construction;

+ Vietnam - Soviet Vocational College No. 1;

+ Lilama International College of Technology 2;

+ College of Construction Engineering;

+ Vocational College of Construction;

+ Hanoi College of Technology and Profession;

+ Vocational School of Construction Mechanics.

- Transfer the status quo of the following public non-business units under the Ministry of Construction to the locality (where the public non-business units are located) for management:

+ Hai Phong Technical-Professional Vocational School transferred to Hai Phong City People's Committee for management;

+ Lilama Vocational College I transferred to the People's Committee of Ninh Binh province for management;

+ Vinh Vocational - Technical Vocational College transferred to Nghe An Provincial People's Committee for management;

+ Song Da Vocational College transferred to the People's Committee of Hoa Binh Province for management;

+ Song Hong Technical - Vocational School is transferred to the People's Committee of Phu Tho province for management;

+ Viet Tri Construction Hospital transferred to the People's Committee of Phu Tho Province for management;

+ Center for Rehabilitation - Treatment of Occupational Diseases of Do Son transferred to Hai Phong City People's Committee for management;

+ Sam Son Nursing - Rehabilitation Center transferred to Thanh Hoa Provincial People's Committee for management;

+ Cua Lo Nursing - Rehabilitation Center transferred to Nghe An Provincial People's Committee for management;

+ The Center for Nursing - Rehabilitation of the Southern Construction Industry will be transferred to the People's Committee of Ba Ria-Vung Tau province for management.

- Merged the Southern Institute of Construction Planning into the National Institute of Urban and Rural Planning.

- The public non-business units specified in Clauses 1 and 2, Article 2 of Decision 996/QD-TTg 2023, and the Southern Institute of Construction Planning continue to perform their tasks until the competent authority completes the merger, transfer, or receipt.

- Complete the merger, transfer, and reception of public non-business units under the Ministry of Construction before June 30, 2024.
