+ Department/department level leaders and equivalents of 19 ministries and ministerial-level agencies subject to determination of the Administrative Reform Index: expected 1,600 people (specifically: number of departments, bureaus, and equivalents belonging to the ministry x all heads and deputies of the heads of departments, bureaus, and equivalents x 19 ministries and ministerial-level agencies; the number of departments, bureaus, and equivalents and the number of samples may vary depending on the actual situation of each ministry or ministerial-level agency);

+ Leaders of specialized agencies under the Provincial People's Committees of 63 provinces and centrally-run cities: expected 3,700 people (specifically: all leaders/departments x 19 departments/provinces x 63 provinces and cities; number of departments and sample size may vary depending on the actual situation of each province);

+ Leaders of units belonging to provincial-level specialized agencies of 63 provinces and centrally-run cities: expected 16,400 people (specifically: all leaders/units x all units/departments x 19 departments/provinces x 63 provinces and cities; the number of units belonging to or directly under the department, the number of departments and the number of samples may vary specifically according to the actual situation of each province);

+ Civil servants in charge of administrative reform of 19 ministries and ministerial-level agencies subject to determination of Administrative Reform Index: expected 800 people
(specifically: 40 people/1 unit x 19 ministries and ministerial-level agencies; the number of units and number of samples may vary specifically according to the actual situation of each ministry or ministerial-level agency);

+ Leaders of the Association and the Association evaluate the Ministries in charge of state management in the main fields of the Association: 03 people/association, association x 03 associations, association x 17 ministries, ministerial-level agencies + 02 people from the Mountainous Economic Development Support Association evaluating the Ethnic Committee = 155 people; the number of associations and the number of samples may vary depending on the actual situation of each ministry or ministerial-level agency).

- Total expected number of survey samples: 22,655 questionnaire samples.

* Provincial sociological survey

- Subjects of sociological investigation:

+ Delegates of the Provincial People's Council: expected 3,500 people; the number of samples may vary depending on the actual situation of each province);

+ Leaders of specialized agencies under the Provincial People's Committee: expected 4,100 people (specifically: all leaders/departments and equivalent; the number of departments and sample size may vary depending on the actual situation of each province);

+ Leaders of units belonging to provincial-level specialized agencies of 63 provinces and centrally-run cities: expected 17,800 people (specifically: all leaders/units x all units/departments and equivalent x 63 provinces and cities; the number of units belonging to or directly under the department, the number of departments, and the number of samples may vary specifically according to the actual situation of each province);

+ District-level People's Committee leaders: expected 2,100 people (specifically: all district-level People's Committee leaders x 3 districts/provinces x 63 provinces and cities); (each province selects from 03 to 04 district-level units according to scale and level of socio-economic development);

+ People and Businesses: Conduct sociological surveys according to SIPAS

- Total number of survey samples (except people and businesses): Estimated 27,500 questionnaire samples.

* Total expected number of general survey samples: 50,155 questionnaire samples.

* Synthesize, analyze and process data from sociological survey results
