On June 16, 2020, the National Assembly of Vietnam issued the Youth Law 2020 with 07 Chapters and 41 Articles, replacing the Youth Law 2005. This law will take effect on January 1, 2021.

The Youth Law 2020 has made clear progress, clearly defining the rules of assurance of rights and obligations of the youth and implementation of youth policies of the State in Vietnam, which were not previously stipulated in the Youth Law 2005. To be specific:
- Rights and obligations of the youth shall be recognized, respected, protected and ensured under the Constitution and the law.
- The youth shall have equal rights and obligations regardless of their ethnicity, gender, social class, belief, religion, educational level and occupation.
- The State, organizations, educational institutions, families and individuals shall enable the youth to exercise their rights and fulfill their obligations according to regulations in the Constitution and the law.
- Youth policies of the State must ensure youth development; enable the youth to exercise their rights, fulfill their obligations and responsibilities and enhance their capacity; and be incorporated into sectoral and local policies.
- Youth policies of the State must be formulated and implemented with the youth’s participation and due respect paid to and consideration taken of the youth’s opinions and wishes.
- Enable overseas Vietnamese youth to participate in activities honoring the Fatherland and protecting and enhancing the national cultural identity.
- Regulatory bodies, organizations and individuals failing to perform the tasks assigned in this Law shall be promptly and strictly handled.
In addition, the Youth Law 2020 also regulates resources for implementation of youth policies of the State that previously did not have regulations in Vietnam. To be specific:
- The State shall ensure resources for youth policy formulation and implementation as per the law.
- Funding sources for youth policy implementation include state budget; donations, aid, sponsorship and other lawful contributions from domestic and foreign organizations, enterprises and individuals.
More details can be found in the Youth Law 2020, which comes into force from January 1, 2021, replaces the Youth Law 2005.
