1. What are the criteria for assessing the quality of the investigation and adjustment of the land price bracket?

According to Article 4 of Circular 18/2019/TT-BTNMT, the criteria for assessing the quality of investigation and adjustment of land price brackets include:

- Criterion 1: Functions, tasks, or business registration of organizations providing surveying services, collecting construction information, or adjusting price brackets for different types of land.

- Criterion 2: Physical facilities and technical infrastructure for investigation, collection of construction information, and adjustment of price brackets for different types of land.

- Criterion 3: Human resources to conduct surveys, collect construction information, and adjust price brackets for different types of land.

- Criterion 4: Comply with technical processes, economic-technical norms on investigation, collection of construction information, and adjustment of price brackets of different types of land.

- Criterion 5: Investigation information and data.

- Criterion 6: Service attitude in the process of investigation, collection of construction information, and adjustment of price brackets of different types of land.

- Criterion 7: Products of services of investigation, collection of construction information, adjustment of price brackets of different types of land.

2. Based on 07 criteria for assessing the quality of investigation and adjustment of land prices,

Based on 07 criteria for assessing the quality of investigation and adjustment of land price brackets, the land price bracket is prescribed as follows:

2.1. Based on evaluation Criterion 1

- Documents specifying functions, tasks, and organizational structure; licenses and business registrations of service-providing organizations;

- Experience in providing services of investigation, collection of construction information, and adjustment of price brackets for different types of land is confirmed by the service provider's capacity profile.

2.2. Based on evaluation Criterion 2

- Annual report on asset statistics of service providers; contracts for renting machinery, equipment, working houses, and auxiliary means in service of investigation, collection of construction information, adjustment of price brackets for various types of land;

- Economic and technical norms of equipment for each content of investigation, collection of construction information, adjustment of price brackets for different types of land;

- Decision approving (and adjusting, if any) the project based on the investigation and construction of price brackets for different types of land as the basis for building the land price list in the localities and explaining the project approved by competent authorities.

2.3. Basis for evaluation Criterion 3

- Statistics, personnel records, and labor contracts (if any) of service providers;

- Economic and technical norms on labor for investigation, collection of construction information, and adjustment of price brackets of different types of land;

- Decision approving (and adjusting, if any) the project based on the investigation and construction of price brackets for different types of land as the basis for building the land price list in the localities and explaining the project approved by competent authorities.

2.4. Basis for evaluation Criterion 4

- Circular 69/2017/TT-BTNMT stipulating the process of building and adjusting the land price bracket;

- Circular 70/2017/TT-BTNMT stipulating economic-technical norms for construction, adjusting land price brackets;

- Decision approving (and adjusting, if necessary) the project based on the investigation and construction of price brackets for different types of land as the basis for building the land price list in the localities and explaining the project approved by competent authorities.

(Clause 2, Article 8 of Circular 18/2019/TT-BTNMT)

2.5. Based on evaluation Criterion 5

- A list of information like Article 7 of Circular 69/2017/TT-BTNMT with the quantity specified at Points b, c, Clause 2, Article 3 of Circular 69/2017/TT-BTNMT;

- Information and data collected in the course of the investigation (specify the origin), report on the processing of investigation information of the service provider;

- The preservation and backup of information, data, and investigation data by the service provider;

- Regulations on data security in the process of investigation, collection of construction information, and adjustment of price brackets for different types of land.

(Clause 2, Article 9 of Circular 18/2019/TT-BTNMT)

2.6. Basis for evaluation Criterion 6

- Periodic and irregular reports of service providers;

- Minutes of periodic or irregular inspection of the ordering agency, the annual acceptance dossier of the management level, other relevant documents on the unexpected request of the ordering agency (if any);

- Plan for self-inspection and supervision of investigation activities of service providers; keep minutes, documents, and evidence recording the self-inspection and supervision of the service-providing organization.

2.7. Based on evaluation Criterion 7

- Decision approving (and adjusting if any) the project based on investigation and construction of price brackets of different types of land as the basis for building the land price list in the localities and explaining the project approved by competent authorities;

- Minutes of inspection, acceptance, and assessment by the ordering agency or competent state management agency;

- Statistical reports, product handovers of organizations providing investigation services, collection of construction information, and adjustment of price brackets for different types of land have been confirmed by competent authorities.
